Transit Oriented/Joint Development Project at RT’s Administrative Office Complex

NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (RT) is seeking proposals from real estate developers interested in providing a creative public/private venture involving the potential redevelopment of RT’s current administrative properties located in Midtown Sacramento for private sector use, with the additional opportunity for redevelopment of 65,000 square footage of space in downtown Sacramento for RT’s new administrative office.

The original purchase of RT properties were subject to financial assistance between RT and the US Dept. of Transportation. All Developers will be required to certify that they are not on the Comptroller General's list of ineligible contractors. Developers will be required to comply with all EEO laws & regulations.
It is the policy of the US Dept. of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 CFR Part 26, are to be encouraged to participate in the performance of contracts financed in whole or in part with federal funds. No DBE goals have been established for this project and DBE requirements are not imposed if RT does not "federally assist" the development. It is RT's intention to enter into a ground lease or sale of property purchased with federal funds which, under the regulations, does not constitute federal assistance.
RT hereby notifies all Developers it will affirmatively ensure that in regard to any agreement entered into pursuant to this solicitation, Developers will be afforded full opportunity to submit a proposal in response to this invitation & will not be discriminated against on the grounds of race, color, creed, national origin, sex, disability or age in consideration for an award.
Sealed proposals must be received by the Procurement Services Office at 1400 29th Street, Sacramento, CA 95816 by 4:00 p.m., Thursday, July 23, 2009, Pacific Standard Time.
