NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (RT) is soliciting bids for Arden/Del Paso Substation TPSS N3 Installation, which consists of construction, installation, testing and making operational Arden/Del Paso Traction Power Substation (TPSS) as shown on the plans and as specified in the Standard Specifications and Technical Specifications. The work includes, but not limited to: Clearing and grubbing, earthwork, parking lot modifications, drainage, associated site work, planting, irrigation modifications, protection of existing shrubs and trees, underground system ductbanks, traction power substation site work and cable system, wayside signaling train-to-wayside (TWC) system, foundation work, dust control, noise control, fencing, signage and striping, and paving as required.

You may also pick up plans at the Pre-Bid meeting. A pre-bid meeting to be held on Wednesday, July 11, 2012, at 10:00 a.m. in the Engineering Conference Room at 2811 O St., Sacramento, CA 95816.
This contract is subject to a financial assistance contract between RT and the US Dept. of Transportation. All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors. Contractor will be required to comply with all EEO laws and regulations.
It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs) as defined in 49 CFR Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, RT has adopted a DBE program for RT's federally funded contracts. No DBE goal has been established for this project. However, Bidders must ensure that DBEs have the opportunity to participate in the performance of this Contract and must take all necessary and reasonable steps to obtain DBE participation. Contractor may not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts.
RT has adopted a Small Business Enterprise (SBE) participation goal of 25% for federally-funded contracts without a DBE goal. To be eligible for Contract award, Bidder must either meet the 25% SBE participation goal set for this project, or demonstrate good faith efforts to do so, in order to be deemed responsive and responsible and eligible for Contract award.
This is a public works project for which the higher of state and federal general prevailing wages apply. A copy of applicable general prevailing wage rates are included in the bid document. Payment and Performance bonds will be required in the amounts set forth in the specifications. Contractor license classification at the time of contract award must be Class A or C10.
RT hereby notifies all bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all contractors will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award.
Sealed bids must be received by the Engineering Services Office at 2811 O Street, Sacramento, CA 95816 by 2:00 p.m. Pacific Local Time, Wednesday, August 8, 2012. Bids will be publicly opened on the same date at approximately 2:00 p.m. in the conference room at said address.
