Opening Remarks:
Welcome to the September edition of Transit Talk Online Chat, with me, Henry Li, SacRT’s General Manager/CEO. Before we begin, I’d like to start off with a note that we will not be hosting a Transit Talk in October 2025. October is Customer Appreciation month, and I will be out on the transit system speaking directly with riders. My ride schedule will be posted soon on our website at sacrt.com/customerappreciation. I am pleased to announce that SacRT is launching a new mobile fare payment app, Transit Connect, on Monday, September 15. In the first phase, riders will be able to quickly buy tickets or passes with a credit or debit card and show them to operators or inspectors, replacing the ZipPass app by the end of 2025. A second phase in 2026 will introduce Tap2Ride, fare capping, cash loading at machines, and real-time trip planning. By fall 2026, Transit Connect will be fully integrated with SacRT’s regional transit partners, offering a seamless payment system across multiple providers. For riders who use the Watt/I-80 Transit Center, just a quick reminder that construction activities will switch to the east (northbound) side of Watt Avenue in early October. The southbound upper-level bus stop (routes 1, 26, 84, and 93) will reopen, and the northbound bus stop (routes 1, 15, 26, 84, and 93) will temporarily close. More about the project at sacrt.com/watti80.



A few other construction updates impacting light rail service, a 15-day bus bridge will replace Blue Line service between Marconi/Arcade and Cathedral Square stations in late October 2025 to allow construction of the new Dos Rios Station. The east platform at 8th & O Station will remain closed through 2026 for building renovations and upgrades to accommodate new low-floor trains. In addition, Green Line service remains suspended until summer 2026 for Railyards construction, including a new station at 7th Street and Railyards Boulevard. September is Rail Safety Month, and SacRT is reminding the community to always stay alert around train tracks. We hope this simple message: “See Tracks? Think Train!” will save lives. Safety tips around train tracks include: never going around lowered gates; staying aware that trains can come from either direction; and remembering that trains may need up to 600 feet to stop. Ignoring crossing signals or trespassing on tracks can result in serious fines or even loss of life. SacRT urges everyone to follow rail safety rules to help keep the community safe year-round. There are a few opportunities this month for public participation and to share your feedback. SacRT and the City of Elk Grove are seeking input on four alternatives for extending the Blue Line or introducing Bus Rapid Transit (BRT) service to Elk Grove, with surveys and community events available at sacrt.com/elkgrovebrt. SacRT is also gathering feedback on the Meadowview Station Transit-Oriented Communities Study, which explores new housing, safer pedestrian access, and better transit connections, take the survey and learn more at sacrt.com/TOC.

Sacramento, CA:  Fairly recently, many light rail trains have been 1-car trains. Why hasn’t 2-car trains been adopted as the minimum standard operating requirement? The 1-car trains do definitely get crowded during commute times. It is especially difficult to walk around the train whenever more than the allotted bicycles are aboard the train. It has actually become a major safety issue and hazard for many of us that travel just with a briefcase or a messenger bag. Thank you.

Reply:  Thank you for reaching out and sharing your concern. We understand how challenging it can be to ride on single-car trains, especially during peak hours. This past week, we experienced a temporary shortage of rail cars due to needed maintenance and repairs. As a result, some trains were running with only one car, which is not our normal practice. Replacement parts are arriving this week, and we also expect regulatory approval for additional rail cars. With these changes, we will be able to return to more consistent two-car train service. Our goal is to provide safe, reliable, and comfortable service, and we appreciate your patience while we work through this short-term issue.

Carmichael, CA:  Back in August, there were minor service changes made to Route 25 to address on time performance. For the next round of service changes and/or service modifications, what month is that planned for and will it involve more than just addressing on-time performance? I for example would like to see service improvements and changes that look at service efficiency and service that would deliver the “best bang for the buck” for lack of a better phrase. Thank you.

Reply:  There is no budget for expansion right now, but we have been developing cost-neutral improvements for service, as part of our Short Range Transit Plan element of our Comprehensive Operational Analysis. More information about the COA and the SRTP is available here: https://www.sacrt.com/coa/

Natomas, CA:  Hello, I’m a frequent rider of the 13 and it’s always 30 or more mins late in the weekday afternoons, a driver told me there are possible plans to split the 13 into 2 routes both starting at Arden Del Paso in January is this rumor true or false?

Reply:  Yes, we are considering this. We believe it would help assure the operator a place to use the restroom, and also reduce walk time to the restroom for the operator, which might help reduce delay a little. We think it would also help reduce confusion for passengers about if it is a westbound or eastbound Route 13 (i.e., we'd make it two different route numbers). There are some other alternatives we are also considering though, so we haven't made the decision yet to just do this.

Sacramento State, CA:  If Sacramento State and CalExpo move further along with the new Hornet Stadium at the former horse racing track at Cal Expo with at least attendance for 25,000 or so, what conversations has Regional Transit had with both Sacramento State and Cal Expo to improve Route 87 in terms of frequency and span of service hours? It would seem to me that entering into some kind of a cost sharing agreement would benefit everyone at the table, and at the end of the conversations, the riders would be the ones that would benefit the most out of this. I recognize that here in early September 2025 that this is developing news, and that there is hopefully more to reveal, once the parties are all comfortable making them public.

Reply:  You are correct. It is far too early to discuss any potential service changes to accommodate a new stadium/event venue at Cal Expo, However, we are, of course, open to discussions with both Sac State and Cal Expo as their plans develop and we will coordinate with them as the project progresses.

North Highlands, CA:  Has a date been set as to when construction at Watt/I-80 will “flip” from southbound Watt over to Northbound Watt? When recently in that area, it only appeared to me that things were swiftly moving forward and that a change of scenery was about to happen fairly soon. Thank you for looking into this and for the careful work being done at one of the region’s most critically important transit centers.

Reply:  We expect construction at Watt/I-80 Transit Center to switch sides in mid-October 2025. Once we have the official date, we'll update our website, post signs at the station, and share information on our social media channels to help guide riders. carmichael, CA:  A couple Dos Rios questions:first when the northern Blue Line is temporarily disrupted for track realignment,will there be platform adjustment work done on the Arden/Del Paso and/or Royal Oaks stations?Second,once Dos Rios Station is in service,I believe that the most sensible resource reallocation in respect to cost offset in respect to the planned discontinuation of route 33 would be to extend Sunday/holiday service hours on both the Blue and Gold lines by at least an hour(if not to fully match Saturday service hours)as follows:on the Blue Line add 9:18p and 9:48p round trip departures from Watt I-80 that would start their return trip departures from CRC at 10:26p and 10:56p respectively;while on the Gold Line extend the trip departing SVS at 8:49p to continue to Historic Folsom while adding 9:19P and 9:49p departures(the latter trip to Sunrise),while in the opposite direction extend the 8p and 8:30 departures from Historic Folsom to SVS while adding 10p and 10:30p trips from Historic Folsom to 8th/K.This alone would give the Sunday/holiday evening network a boost.

Reply:  We don't have the exact closure dates from the contractor yet, but as soon as they are confirmed, we'll post them on our website, social media, and at stations with signs and announcements. This temporary disruption is needed to complete major construction work for the new Dos Rios light rail station. During the closure, a 15-day bus bridge will replace train service between Marconi/Arcade Station and Cathedral Square (11th & K and 10th & K stations). We expect the closure to begin in late October 2025, but please check blueline service regularly for the latest updates. We appreciate your patience as we complete this important project to improve our system.

Sacramento, CA:  I am getting used to the low-floor trains, but as a disabled person I miss greeting the train drivers who used to let me on at the front of the older cars. Please give them my appreciation.

Reply:  The new low-floor vehicles are more convenient and more accessible for many of our riders with disabilities but yes, I suppose they do reduce the human contact a little bit. I will be happy to pass along this comment.

Elk Grove, CA:  Thank you to all at Regional Transit for being great hosts recently at the Transit Idea Exchange and the visionary event held earlier this week over at District 56. While the events looked more at improvements over a midterm and/or long term timeline, what does Regional Transit have in mind for service efficiency improvements over the short term with current bus routes? If at little or no cost, what can Elk Grove look forward to in 2026 and perhaps 2027 too? Thank you, again.

Reply:  We are in the process of developing a Short Range Transit Plan as part of our Comprehensive Operational Analysis that is currently underway. We do not have definitive answers to your questions yet. However, we hope to release an initial draft of the short term plan later this year. South Sacramento , CA:  How are ridership numbers now than pre-pandemic?

Reply:  Our bus ridership has recovered to more than it was pre-pandemic--about 103 percent. This is largely driven by the RydeFreeRT program for students in TK-12th Grade. Light Rail ridership remains at about 72-73 percent of pre-pandemic. Many downtown office workers are still working remotely--at least several days a week. We are pursuing other strategies, including Transit Oriented Development, to improve ridership on Light Rail.

North Sacramento, CA:  Is the upper section of the blue line between K Street mall and Marconi going to temporarily close starting on Sunday, October 26th, and reopen by the Saturday before Thanksgiving? I’m asking so that I can plan ahead at work and work out a schedule with my supervisor and manager that works for all involved while the bus will be my option during a planned rail closure. I appreciate it.

Reply:  We don't have the exact closure dates from the contractor yet, but as soon as they are confirmed, we'll post them on our website, social media, and at stations with signs and announcements. This temporary disruption is needed to complete major construction work for the new Dos Rios light rail station. Sacramento, CA:  What is the next station or two on the blue line to get the much needed platform modifications? On a related note, when are the stations along the K Street Mall scheduled for their respective platform modifications that would ultimately accommodate low floor light rail vehicles? Thank you for looking into this.

Reply:  SacRT has completed construction at 4 Blue Line stations. The remaining 15 Blue Line stations are scheduled for platform modification work beginning in 2026. Once all platform upgrades are complete, SacRT will be able to launch low-floor train service on the Blue Line. Natomas, CA:  How are things going over in the Railyards for the time being? When that area is all finished with the new station and the new stadium/soccer pitch, how will service return to the Railyards, and will it be offered to riders more frequently and on weekends? Has the Wilton Rancheria folks and Regional Transit had any conversations recently about how service over there will be reintroduced, but particularly when the stadium and the stadium station are both ready?

Reply:  The station construction should be complete next year. We are still in the process of determining how best to serve the Railyards and the new Stadium and we are coordinating closely with the City of Sacramento and the Republic FC on an Event Transportation Management Plan.
