Opening Remarks:
Welcome to the September edition of Transit Talk Online Chat with me, Henry Li, SacRT’s General Manger/CEO. I am looking forward to answering your questions this month, but first, here are some updates about what is going on at SacRT in recent weeks.



Three SacRT construction projects are nearing completion this fall, bringing new transit options and upgrades to riders across the region. The 7th & Railyards Station and Dos Rios Station are expected to open over the next couple of months, expanding light rail service to the growing Railyards and River District communities. The Green Line has been suspended during construction of the 7th & Railyards Station; however, we are excited to share that it is expected to resume service in the next few weeks. Dates will be announced soon! Additionally, the Watt/I-80 Transit Center Improvement Project is in its final construction phase and remains on track for completion this fall. The completion of this project will bring significant safety and accessibility upgrades to one of the region’s largest transit centers.



Construction work continues this month to prepare the Blue Line stations for SacRT’s modern new low-floor trains. From Friday, September 11 through Wednesday, September 30, 2026, Blue Line light rail service will be temporarily suspended between City College and Florin stations while SacRT completes platform upgrades at 47th Avenue Station and shelter improvements at Fruitridge Station. During construction, a bus bridge will connect riders to the affected stations, while train service continues to operate north between Watt/I-80 and City College stations, and south between Florin and Cosumnes River College stations. SacRT is currently preparing for Phase 2 of implementation of the Transit Connect fare payment system. The new Transit Connect app, which replaced the former ZipPass app, allows riders to purchase, store and activate tickets from their smartphones. A second phase, expected in late 2026, will integrate the app with new Tap2Ride contactless payment devices, allowing riders to pay with a credit or debit card and benefit from fare capping across bus and light rail. Later this year, Connect Card users will also begin transitioning to the new system, with options to move to the Transit Connect app or a new Transit Connect smart card.



September is Rail Safety Month, and SacRT is reminding everyone to stay alert and safe around light rail tracks with the message, “See Tracks? Think Train!” Drivers, pedestrians and bicyclists should never go around lowered crossing gates, stay alert for trains approaching from either direction, and remember that trains can take up to 600 feet to stop. Following Labor Day weekend, SacRT’s Customer Service department will be adjusting their phone hours to better align with staffing and rider needs. The updated Call Center hours will be 7 a.m. to 5:30 p.m. (previously 6:30 a.m. to 6:00 p.m.).

Folsom, CA:  Does SacRT plan to preserve any of the legacy high floor trains?

Reply:  We will continue operating some legacy high-floor trains for some time. But, the Western Railway Museum has expressed an interest in two of our legacy cars, one UTDC and one Siemens U2.

Folsom, CA:  Will SacRT continue to make the printed paper light rail schedules?

Reply:  Yes we will. We plan to update the schedule following the opening of both the Dos Rios Station and the 7th and Railyards Station.

Folsom, CA:  What is the current progress of the Horn Road station on the Gold Line?

Reply:  We continue to make progress on the Horn Road station in Rancho Cordova. We have secured partial construction funding and currently have applied for two grants, hoping to secure the remaining funds needed.

95843 Antelope , CA:  Good day Henri Li. I have two mainline questions for you. What is your tentative timeline to upgrade the broadway light rail station to meet the height requirements of the low floor s700s and is it possible for the flexx app to allow riders to book possibly up to two weeks in advance rather than 2 days?

Reply:  Hello and thank you for the questions. The schedule for Broadway Station renovations is currently still tentative. Right now, we are working with the contractor to perform the work at Broadway tentatively from 11/11/26-11/22/26. This will depend significantly on projected weather forecasting. As for SacRT Flex, the service can only be booked at a maximum of 2 days to ensure fair access to rides. If rides were booked too far in advance, it may be possible that no on demand capacity remains. We have tried to balance these needs with ability to schedule 2 days ahead instead of 1, like many other services.

Sacramento, CA:  You may have already mentioned this in your introductory comments, but curious to know if dates have been officially set yet for the 1) opening of the Dos Rios Station, 2) the reopening of Green Line service to Township Nine, and 3) the completion and celebration date of the full reopening of the Watt/I-80 Transit Center? Thank you.

Reply:  We are in the final stages of all three projects now. We don't have official opening dates/completion dates yet, but should very soon. For both new stations, we need final approval from the California Public Utilities Commission before we can begin service. We will have announcements on all the projects in the coming weeks.

North Sacramento, CA:  I have noticed on the Blue Line that Train 114 and Train 121 are the Women’s Transportation Seminar train as well as the Sacramento Public Library train, respectively. Is there any opportunity for when the Blue Line goes to an all low-floor fleet that there be one car dedicated to the Women’s Transportation Seminar and one car dedicated to the Sacramento Public Library, or would that be strictly prohibited if company policy would otherwise go against doing such a thing as I have seen from old cars to new cars?

Reply:  When we transition to the low-floor S700 trains, we won't be adding wraps for awhile, as it will end the paint warranty We are currently working on a plan to allow advertising in the future on possibly the middle panel of the new low-floor trains.

Natomas (Sacramento), CA:  Good Day Henry. I am a Facebook user, and I saw your recent photo with staff and local dignitaries showing the conversation that took place to improve service in phases to the Sacramento International Airport, while simultaneously focusing on the transit needs for the growing Natomas community. My question to you is whether we will first see a planned service change in existing Route 11 prior to the year of implementation of the bus rapid transit to Natomas and SMF. While I see the bus rapid transit starting in approximately 2030, my hope as a user of Route 11 is for it to go to the airport first, say in 2027 or 2028. Do you and your team foresee that happening first, followed by the 2030 or 2031 implementation of the bus rapid transit?

Reply:  SacRT is actively working with partners such as Jibe, Metro Air Park, and Caltrans to improve Rt 11 by extending into North Natomas and the Airport. We see benefit in improving upon our existing resources of Rt 11 with the eventual goal of fixed guideway to the airport. Route 11 will be the basis of bus rapid transit improvements, seeing frequency improvements, then TSP, and then station improvements. An iterative approach will provide short term benefits, while building towards BRT in the medium term, and light rail in the future.

Folsom, CA:  Any solution coming soon to address the many bus bridges happening too often between Sunrise and Folsom? We seem to not be receiving the quality of light rail service out here that we had come to expect after completion of the passing track around the Glenn Station. Thank you for looking into this for us.

Reply:  Thank you for reaching out and sharing your concerns. We understand how frustrating it can be when bus bridges are needed, especially when you’ve come to expect reliable light rail service in the Sunrise-to-Folsom area. SacRT is actively working to improve reliability in this section of the system. Our maintenance teams are addressing issues related to cooling equipment and traction power substations, while Operations is also working to minimize delays and their impact on service. We appreciate your patience as we work to improve the reliability of light rail service to Folsom and throughout the system.

Sacramento, CA:  I am a client of the Alta California Regional Center that has been made aware of the changes forthcoming from ConnectCard to TransitConnect. When would it be the appropriate time to have an appointment with my assigned service coordinator and make the switch from ConnectCard to TransitConnect? Will the funds on my existing card seamlessly transfer over to my new card - similar to ZipPass funds switching over to TransitConnect on people’s smartphones? Thank you.

Reply:  SacRT staff will be meeting with Alta staff soon to go over the transition to Transit Connect.  Once we have met with them and discussed the transition model it can be communicated to riders. We expect the transition to Transit Connect for Alta passengers to occur in late 2026 or early 2027.

Natomas, CA:  Hello, What is going on with all the bus cancellations? This has been going on for several months and seems to be getting worse. Bus 11 alone has seen 1-2 buses canceled nearly every day over the last few weeks during rush hours

Reply:  We recognize the impact cancellations have on our riders, and reducing them is a priority. We continue to experience operator staffing challenges, along with additional demands on our workforce, including the need to support temporary bus bridges for Light Rail construction projects. We are actively recruiting and training additional operators, working with our labor partners, and adjusting our staffing approach to build a stronger workforce cushion. Our goal is to get ahead of vacancies, reduce cancellations and overtime, and provide more consistent and reliable service for our riders.

Sacramento, CA:  What is the status of the green line restarting?

Reply:  We are working on the restoration of the Green Line. As you know it has been closed due to construction along 7th Street. CPUC testing is currently happening and we hope that we can resume operating service later this month. As a reminder, we have enhanced Bus Route 11 during the shutdown, as it operates adjacent to Green Line service. Route 11 was extended to operate 6:00 a.m. to 8:00 p.m., Monday through Friday, specifically to cover the hours the Green Line would have run.

Sacramento, CA:  With bus overcrowding, funding issues, and State Workers back in downtown - will SacRT be continuing to offer free rides for students? What is the incentive of SacRT taking on this burden of becoming a free school bus? Is there any financial incentive for this service?

Reply:  We get some financial assistance to subsidize the fare-free program from the cities and County of Sacramento, and some of the school districts. However, the real incentive to continue the program is to ensure youth have access to school/education. There are numerous benefits that come from that....for the kids, the schools and society as a whole. Separately, when students learn early how to use our system to get where they need to go, they will be more likely to be riders as adults, too.

Sacramento, CA:  Hi. How often are buses cleaned and sterilized? I've seen garbage such as coffee cups left on the first bus of the morning that clearly was not from that morning, as well as the strong scent of urine and intoxicated students vomiting on the bus.

Reply:  Buses are cleaned every night between midnight and 4 am. It gives us a short window to get all 200 big buses cleaned. We clean the bus in sections each night on the week and every three weeks it is pulled off route for a complete detail. Of course, variations do occur, mostly due to personnel issues but this is the plan we try to follow. If you experience an issue in the future, please report it on the Alert SacRT App with the bus number and it can get addressed.

North Higlands, CA:  When is Regional Transit going to get rid of Train 309 and Train 311 at the Watt/I-80 Station? The trains seem to be parked there forever to make room for new vehicles in the rail yard, yet nonetheless Train 311 and 309 are just an eyesore and have been a blessing to the area graffiti artists, which does not give that a good look at all?

Reply:  We are working on approvals to get them dismantled, but for now, we needed extra room in our Light Rail yard.

Sacramento, CA:  When is the platform modification scheduled for the blue line stations along the K Street Mall?

Reply:  We are targeting January/February 2027 to work on the K Street stations. More details will be available by the end of 2026.

South Sacramento l, CA:  While I understand that for logistical reasons that the new train cars cannot yet operate on the blue line, yet nonetheless, I have a question about inventory and availability of rolling stock with regards to the new low floor light rail vehicles. Had the blue line already been fully completed, would there today, be enough of the new rail cars in stock to operate both the gold and the blue lines exclusively with low floor vehicles, or is even that still months away in terms of availability of new vehicles is concerned?

Reply:  Thank you for your question, and your patience as we get closer to operating the new vehicles on the Blue Line too. We are taking delivery of another new S700 vehicles from Siemens every month or so, but we do not yet have enough to run on the Blue Line, even if the station conversions were done. Each new vehicle also needs to be fully tested for 1000 hours of run time. That can only be accomplished in off hours when our regular service is not running.

Sacramento, CA:  I see that Route 51 will become a bus rapid transit line in a few years and have a downtown Sacramento terminus of the Sacramento Valley Station rather than 8th and F Streets or 7th and G Streets. Is there an opportunity in a 2027 bus service change to make a change on Route 51 traditional bus to have the downtown Sacramento terminus moved to the Sacramento Valley Station, and make that well ahead of the implementation of this route becoming its future with bus rapid transit?

Reply:  There may be an opportunity to make changes to route 51 in the near term, prior to major adjustments related to BRT. We will consider your request and appreciate your thoughtful suggestion.

Natomas, CA:  Hello, there is a lot of profanity graffiti that has been spray painted on the sidewalk of the bus stops along Route 11. Currently, there is profanity at the shelter next to Chilis on Truxel and Gateway Park, as well as Truxel and Natomas Crossing Drive for stops heading North

Reply:  Thank you for reporting this. I will ask our maintenance crews to do what we can to remove it. However, depending on the location, it may be the City of Sacramento's responsibility, We will take a look.

Sacramento, CA:  Hello, Thank you for taking the time to have a chat. Are there any plans to take a look at Route 11 and how vastly inconsistent its service tends to be especially during the afternoon hours? Most times it's more practical to just take a different bus route even with the additional travel and walk times. I hope there's some positive changes introduced at least during the winter months since the alternative means passing through unsafe areas on foot.

Reply:  Thank you for bringing this to our attention. We understand how frustrating inconsistent service can be, particularly when it affects your ability to safely and reliably get where you need to go. Route 11 is one of the routes we are monitoring as we continue working to improve service reliability. We are actively addressing operator staffing, recruitment and other operational factors that contribute to missed or inconsistent service. We appreciate your patience as we work toward providing more consistent service for our riders.

Sacramento, CA:  I have a connect card with some funds left on it that I would like to finish using up. However, the light rail stations that I frequent don't always have connect card pedestals. Is there a way to use them to buy fare? Or will there eventually be an option to transfer the remaining funds to a transit connect account during Phase 2?

Reply:  Please try to use the Connect Card whenever the working payment boxes are available.. We are working on a transition strategy for leftover cash value and we will announce that as soon as we have the details available.

Antelope, CA:  Good day Henri Li. I have two mainline questions for you. What is your tentative timeline to upgrade the broadway light rail station to meet the height requirements of the low floor s700s and is it possible for the flexx app to allow riders to book possibly up to two weeks in advance rather than 2 days?

Reply:  Our contractor is looking at November for the Broadway Station platform modifications. More information will be shared as we get closer to November. At this time, we are only able to do two days in advance for bookings on SacRT Flex.
