Job Summary
This classification is primarily responsible for performing many of the tasks in the following areas: Public Information Services, Department Administration, Consultant Oversight, and Website Administration. This is the advanced journey, highly specialized and/or lead level within this series, responsible for the most complex assignments. Some positions may perform full supervisory duties but do not do so for a preponderance of time. Work mainly involves the gathering and interpretation of data dealing with complex problems and unexpected situations, including making recommendations.
Supervision
Supervision Received: This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel; however, this supervisory responsibility is not the primary purpose of the class.

Essential Functions
A. Public Information Services
Duties may include:
Manage community relations programs. Direct and monitor consultant work. Make oral presentations to community groups. Investigate and research complaints and recommend appropriate action. Develop and oversee consultant budget. Work closely with governmental agencies and elected officials. Interact with government elected officials and staff. Plan, develop, and facilitate community advisory committee meetings. Make presentations to general public, District Board of Directors, community groups, and District executive staff. Respond to requests to present District or project information. Schedule and organize small and large public meetings. Direct contractor duties. Direct and supervise consultant work activities. Develop, coordinate, and implement public information, marketing, and community relations campaigns. Manage multiple consultant projects. Prepare news releases and advisories. Conduct news conferences and media interviews. Coordinate special event activities. Develop, manage, write, revise, and edit District publications. Other duties as assigned.
B. Department Administration
Duties may include:
Review and verify billing invoices. Develop and manage multiple consultant budgets. Develop work scope for community relations effort on light rail projects. Develop budget for community relations effort on light rail projects.
C. Consultant Oversight
Duties may include:
Direct and monitor consultant work. Other duties as assigned.
D. Website Administration
Duties may include:
Develop and maintain organizational website. Monitor and manage website information. Other duties as assigned.

Required Ability to:
- Addressing questions in large-group meetings and presentations.
- Apply District Board policies.
- Arrange event logistics, including location, tables, chairs, food, podium, microphone, and signage.
- Arrange media interviews and events, research material, and handle logistics.
- Communicate with and direct contracting staff.
- Coordinate organizational and public interface.
- Direct light rail community relations efforts.
- Direct website consultant and write website content.
- Facilitate issue resolution among parties.
- Facilitate and attend meetings with the community, contractors, and District staff.
- Help other District staff coordinate, arrange, and plan community outreach meetings and workshops.
- Prepare information for presentations to individuals and groups.
- Interact with concerned community members.
- Address sensitive and "hot" topics to large and small groups.
- Prepare informational materials for media kits.
- Produce invitations and compile mailing list.
- Research materials to write and edit news releases and media advisories.
- Research and translate information for target audience.
- Research and write speaking points for speakers.
- Write articles for trade publications, letters, and memos.
- Respond to and resolve complaints.
- Respond to requests from elected officials and community groups.
- Speak in front of large groups.
- Write, edit, and oversee production of informational materials.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Four years of professional work experience with marketing, public, or community relations.
Required Prior Education:
A Bachelor’s Degree in Business, Communications, Marketing, or closely related field. Six years of qualifying experience may substitute for the required education.
