Job Summary
This classification is primarily responsible for performing tasks in the following areas: Develop and maintain QA programs, plans, and procedures; Schedule and conduct QA audits and surveillance; Conduct QA investigations of nonconforming products/processes and coordinate corrective actions; Maintain QA records using physical hard copy and/or electronic files; Attend District, CM, and contractor meetings and discuss QA issues. This class typically does not supervise subordinate staff and receives supervision on non-routine assignments.

Essential Functions
A. Develop and Maintain QA Programs, Plans, and Procedures
Duties may include:
Assist the QA Administrator in the development of QA procedures for the District; Write QA procedures for review/evaluation by the QA Administrator and implementation by the District; Assist the QA Administrator in the development of QA/QC program requirements for inclusion in District RFP's and contract specifications; Assist the CMs and contractors in the interpretation of the QA/QC program requirements for their contracts; Assist the CMs and contractors in the development of their QA/QC plans and procedures; Assist the CMs and contractors in the implementation of their QA/QC plans and procedures; Review and disposition contractors QC plans and monthly report submittals. Other duties as assigned.
B. Schedule and Conduct QA Audits and Surveillance
Duties may include:
Develop a calendar schedule with frequency of audits to be conducted and distribute the schedule to project management personnel. Notify the audited organizations and project management personnel of the scheduled audits to be performed. Review the audited organizations contract requirements and specifications. Review the audited organizations QC plans and procedures. Develop audit checklists to be used for evaluation of the audited organizations. Conduct audits of the organizations and identify compliance/noncompliance with contract requirements, QC plan requirements, and QC procedures; Prepare detailed audit reports summarizing audit observations, findings, conclusions, and any follow-up actions to be taken. Deliver the audit reports (with cover memos) to Document Control. Other duties as assigned.
C. Conduct QA Investigations of Nonconforming Products/Processes and Coordinate Corrective Actions
Duties may include:
Investigate deficient and/or nonconforming product/process in order to properly define condition. Interpret contract requirements, plans, technical specifications, and/or industry codes, and standards of practice. Collect and compile data and information relevant to the condition under investigation. As required, consult with external agencies, private or industry consultants, or Subject Matter Experts to progress investigation. Analyze and evaluate all data and information collected in order to determine the probable and/or root cause of condition, as well as contributing and/or causal factors. Prepare corrective action investigation report and distribute to project and/or program personnel. Recommend and/or implement required corrective actions. Follow-up and verify implementation of corrective actions and resolution of nonconforming condition. Other duties as assigned.
D. Maintain QA Records Using Physical Hard Copy and/or Electronic Files
Duties may include:
Develop and/or receive a variety of QA documents and data; Separate and organize the QA documents and data according to alphabetic, numeric, or subject matter. File the QA documents and data in binders or electronic media. Ensure continued availability of physical and electronic filing space for QA documents and data. Maintain accurate and up-to-date QA document files and records. Other duties as assigned.
E. Attend District, CM, and Contractor Meetings and Discuss QA Issues
Duties may include:
Prepare QA/QC meeting notes, agenda, and/or discussion topics; Discuss QA/QC issues, concerns, and requirements with meeting attendees; Prepare meeting minutes and distribute to attendees; Complete any action items received as a result of topics and issues discussed during meeting. Other duties as assigned.

- QA theory, principles, practices and techniques.

- Corrective action investigation procedures (i.e. MRB or equivalent type system/process).

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Three years of professional experience in construction management, construction inspection, and cost estimating. Experience with transit systems or public works facilities is preferred.
Required Prior Education:
An Associate’s Degree in Construction Management or closely related field. An additional three years of qualifying experience may substitute for the required education.
