Job Summary
This is the advanced journey level in the Real Estate Analyst series. Under limited supervision, performs acquisition, negotiates leases, and manages disposition and development of real property and rights of way.

Distinguishing Characteristics
Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the nature of the public contact made. May supervise lower level professional staff. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including serving as the lead staff on projects.
Essential Functions
Represents the District in the community and at professional meetings as required; prepares and processes reports, memos, contracts, RFP’s, market analyses, development entitlements, and other written documents related to real estate matters; negotiates sales and lease agreements, joint development agreements, and complex real estate acquisition agreements; oversees property management activities with other departments, external agencies, businesses and developers; manages relocation activities for assigned projects; coordinates disposition actions and assures compliance with federal/state laws and regulations; recommends and supports eminent domain proceedings; supervises subordinate staff and consultants; performs other duties as assigned.

Physical and Mental Requirements:
Work is performed both in an indoor office setting and outside for property site activities, with exposure to varying weather conditions. While performing the duties of this position, the incumbent must regularly:
- See, talk, hear, stand, sit, use hands and fingers to handle objects, reach with hands and arms to operate standard office equipment and occasionally walk, get in and out of vehicles and lift and/or move up to 25 pounds.
- Work exposure includes occasional exposure to airborne particles, slippery, and uneven walking surfaces.
- Necessary aptitudes include the ability to understand directions, reason and make good judgements.
- Verbal, numeric and spatial aptitudes.
- Perception of detail in verbal or tabular materials.
- Analytic and problem solving ability.
- Precision, memory, initiative, and the ability to work with District staff, contractors, government officials, and the public.
Knowledge and Abilities
Required Knowledge of:
- Applicable federal, state, and local laws, regulations, policies and procedures relating to real estate appraisal, property acquisition, (particularly the Uniform Relocation Assistance and Real Property Acquisition Policies Act), and eminent domain.
- Principles of project management, negotiation, supervision and training.
- Concepts, methods and techniques for appraising property, analyzing development feasibility, and establishing market values.
Required Ability to:
- Independently perform complex real estate work assignments with minimal supervision.
- Read, understand and interpret complex laws, regulations and written policies.
- Prepare clear, concise oral and written reports and other materials.
- Collect, compile and analyze data and information.
- Perform difficult and complex appraisals and negotiations.
- Exercise independent professional judgement within general policy guidelines.
- Use tact, discretion and diplomacy in dealing with sensitive situations, property owners, tenants, and the general public.
- Establish and maintain effective and cooperative working relationships with peers and others.
- Plan, organize, develop and monitor consultant contracts and activities, and the work of subordinate staff.
- Operate office machines and equipment.

Required Prior Experience:
Four years of experience in one of the following areas: Real property acquisition, real property management, or real property development. Work experience with public agency acquisition procedures and regulations required.
Required Prior Education:
Equivalent to a Bachelor’s Degree from an accredited college or university, with major coursework in Real Estate, Business Administration, Economics, Urban Development, Planning, or a closely related field.
Special Requirements:
Possession of a valid California Motor Vehicle Operator’s License.
