Job Summary

This classification is primarily responsible for performing tasks in the following areas: Supervisory/Administrative; Transportation Data Collection; Review, and Analysis; Department Administration; Program Policy and Procedure Review, Analysis, and Support – Internal; and Field Customer Service. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Supervisory/Administrative
Duties may include:
Coordinate and supervise daily work activities regarding administrative services and office functions. Oversee supervisory staff and subordinate workers. Set and review supervisor standards as outlined under the Employee Performance Evaluation Manual. Prepare and review annual evaluations with supervisory staff. Conduct investigations and hold pre-disciplinary and grievance hearings. Serve as the principal liaison with the Human Resources and Risk Management departments. Coordinate and monitor quarterly and division signups. Other duties as assigned.

B. Transportation Data Collection, Review, and Analysis
Duties may include:
Review daily reports and paperwork to monitor accuracy. Ensure the provision of record keeping services. Ensure time sensitive constraints are complied with. Other duties as assigned.

C. Department Administration
Duties may include:
Assist in the overall day-to-day management of the Bus and/or Light Rail Departments. Review transportation services and operations. Ensure effective performance and consistent operating practices. Control and develop work schedules to ensure effective personnel utilization. Develop and monitor vacation and personal holiday schedules for supervisory staff. Serve as a liaison with the labor union, all District departments, and external agencies. Represent the department manager at meetings, hearings or related appointments as required. Monitor and authorize pay for performance step increases. Investigate and correct payroll deficiencies and authorize step increases. Assist in the preparation and control of the departmental budget. Other duties as assigned.

D. Program Policy and Procedure Review, Analysis, and Support - Internal
Duties may include:
Develop programs to improve transportation operations. Provide direction, guidance, and set goals for the handling of passenger complaints, service emergencies, employee attendance, and related issues. Recommend, implement, and enforce departmental policies, procedures and quality standards. Prepare written materials, correspondence, notices, and reports. Ensure effective performance and consistent operating practices. Other duties as assigned.

E. Field Customer Service
Duties may include:
Investigate complaints from the general public. Issue citations for fare and other ordinance violations. Operate District revenue and non-revenue vehicles, when necessary. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Principles of labor relations and collective bargaining.

  • Fundamental computer operations associated with transit related applications/SAP, OTIS, TeleDrive etc.

  • Principles of administration, leadership, supervision, training and management.

  • Dispatching and radio procedures.

  • Methods and techniques of preparing transportation summary, reports, and transportation related documents.

  • Methods for retrieving and reviewing recorded and written data from archives.

  • English language and communication, both written and oral.

  • Principles of transit bus/light rail operations/service, equipment, vehicles, dispatch, radio and road positions in the field.

  • Applicable transit federal, state and local laws such as ADA, PUC regulations.

  • Budget preparation and cost control.

  • Personnel and payroll processes.

  • Payroll mathematical calculations / formulas.

  • Bus/light rail operations.

  • Effective management and motivational techniques.

  • Transit specific penal codes and ordinances such as PC832 and PC 12405.7.

  • District routes, schedules, rules, and regulations.

  • Principles and practices of public relations and/or customer service.


Required Ability to:
  • Learn department specific SOPs and emergency procedures.

  • Uniformly apply disciplinary action and related staff decisions.

  • Ensure supervisor qualifications in all areas of responsibility/ dispatch, road, and radio positions.

  • Ensure that all data collected is accurate, complete, and correct.

  • Investigate, locate, and retrieve data from archives and record retention areas.

  • Comply with the time constraints as outlined in contract's or agreement's documentation.

  • Resolve issues to the satisfaction of all parties involved.

  • Ensure operational requirements are complied with.

  • Implement and administer new and existing programs, policies, and procedures.

  • Remain current with evolving federal, state and local laws or decisions affecting the department.

  • Receive and resolve passengers’ concerns.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of supervisory work experience within the public transit industry.

Required Prior Education:
An Associate's Degree in Public or Business Administration or related field. Three years of additional qualifying experience may substitute for the required education.
