Job Summary

This classification is primarily responsible for performing tasks in the following areas: Light Rail Vehicle (LRV) Maintenance; Technical Document Preparation; Contract and Project Administration; Procurement; and Administrative Duties. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data and dealing with problems and difficult situations. Incumbents frequently put forth alternative solutions for consideration.

This class works under direction, wherein the employee arranges and determines the specific work procedures and requirements and solves non-routine problems, making recommendations to management. The employee may or may not work in close proximity to his/her supervisor.

Essential Functions

A. LRV Maintenance
Duties may include:
Develop, evaluate, and initiate equipment modifications for LRV equipment. Evaluate and recommend system modifications for LRVs and fare equipment. Create and correct schematics using AutoCAD design software. Write detailed technical instructions for repair, modification, and retrofit of LRVs. Evaluate and locate replacement parts for LRV and fare vending equipment. Develop repair procedures for electronic systems on LRVs, and fare equipment. Evaluate equipment and procedures for integration in LRV systems. Procure test equipment and develop procedures for the LRV, fare vending, and electronic utilization on subsystems. Write detailed change orders, installation and removal procedures; verify proper execution. Write repair procedures for LRV systems and electronic circuit cards and subsystems. Troubleshoot failed electronic and electrical systems; establish database of repair procedures for reoccurring failures. Instruct workers in the installation and removal of system components. Receive and investigate LRV, fare vending, and shop equipment failures, develop solutions for these issues. Other duties as assigned.

B. Technical Document Preparation
Duties may include:
Prepare, update, and disseminate technical data, schematics, procedures, and manuals. Maintain and update schematics, wire lists, and repair procedures. Receive, evaluate, and correct technical documents for LRV systems. Schedule meetings with maintenance supervisors, District engineering, OEM, and subcontractors to review change orders to technical documentation. Update electronic data files on shared network drives. Create, correct and monitor technical bulletin procedures. Update shop master reference manuals, create technical tip guide. Write technical specifications, work scope, and proposals. Create technical bulletin, gather schematics, wire lists, plug and connector prints, and instruction pages from technical manuals. Determine operational specifications for LRV and fare vending subsystems. Other duties as assigned.

C. Contract and Project Administration
Duties may include:
Perform technical contract administration and project management. Develop capital budget requests to support maintenance projects. Schedule meetings with District engineering, maintenance OEM representatives, and vendors in order to solve LRV system maintenance issues. Write warranty repair requests, repair status reports and monitor installation fleet tasks. Receive, review, evaluate, and score technical contract proposals. Schedule and coordinate research activities with OEM, engineering, sub-contractors and maintenance. Monitor contract budgets, develop required performance time lines, and verify contract performance. Establish and maintain working relationship with OEM representatives and vendors. Provide contract status reports to maintenance superintendent, supervisors, and engineering department. Other duties as assigned.

D. Procurement
Duties may include:
Interface with original equipment manufactures (OEM) engineering, transit agencies, maintenance department supervisors. Provide detailed system specifications and part requirements to engineering, OEMs, and vendors. Receive inventory. Write discrepancy reports for contract supplied electronic, electrical, and mechanical equipment. Locate OEM suppliers, vendors, repair, and manufacture companies to provide after market maintenance solutions and replacement parts. Track budget and payment schedules for open contracts. Coordinate and schedule meeting times, LRV availability, and shop personnel availability for test and troubleshooting with engineering, maintenance, and OEMs. Perform physical configuration audits on received equipment document review for procurement contracts. Other duties as assigned.

E. Administrative Duties
Duties may include:
Schedule meeting times, and space availability between maintenance, engineering, OEM, and subcontractors. Schedule shop time and coordinate with maintenance supervision for personnel support. Conduct data distribution through e-mail and fax to engineering, OEM, and maintenance personnel. Collect, compile, and update warranty mileage logs for engineering. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:
Electronic, electrical, and mechanical systems theory and design for LRVs and fare vending equipment.
Office automation equipment such as fax, computers, scanners, digital cameras, copiers, etc.
AutoCAD design software for schematic design.
Cost estimating and technical writing for maintenance operations.
Document filing, storage, and retrieval methods.
Electronic, electrical and mechanical test, safety and troubleshooting procedures.
Electronic, electrical, and mechanical systems designs for LRVs.
High tech test and measurement equipment, and computer diagnostic interface equipment for signal analysis in LRV systems.
Total quality management principles.
Research techniques, part cross reference, and operation requirements of electronic, and electrical and mechanical systems.
Contract policies and procedures.
Engineering, operation, and maintenance policies.
Procurement policies and procedures.

Required Ability to:
Effectively communicate technical issues to a variety of groups.
Research and diagnose LRV electronic problems and compatibility issues.
Incorporate digital pictures, AutoCAD drawings, and schematics in documents.
Independently research and solve complex maintenance tasks.
Provide test and measurement data.
Provide test verification and troubleshooting results.
Troubleshoot and repair to component level electronic and electrical circuits, LRVs, fare equipment, shop tools, and new system equipment.
Update schematic diagrams using AutoCAD design software.
Verify proper system operation.
Obtain and maintain a valid Class B California driver’s license issued by the Department of Motor Vehicles, with passenger endorsement, and current medical certificate.
Comply with the random drug testing provisions for safety-sensitive classifications as required by the Department of Transportation (49 CFR, Part 655).

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Education:
An Associate’s Degree in electronics, computers, or closely related field. Three years of additional qualifying experience may substitute for the required education.

Required Prior Experience:
Four years of increasingly responsible experience pertaining to the technical coordination of complex maintenance projects that included communicating with vendors, evaluating proposals, and developing/writing technical specifications for equipment procurement, modification and/or upgrades. At least one of the required years of experience must have included support for light rail vehicles, fare vending equipment, or complex transit-related
electronic components and systems

Special Licenses/Certifications:
Obtain and maintain a valid Class B CA Driver’s License with Passenger endorsement.
