Job Summary

This classification is responsible for supervising vehicle/wayside maintenance personnel and coordinating work activities per assigned shift. Specific job functions and minimum qualifications will depend on position assignment.

Essential Functions

Under general direction, directly supervises vehicle/wayside maintenance personnel in the servicing and repair of District vehicles, equipment, and Light Rail Wayside (track, roadbed, substations, signals, and overhead traction power). Reviews work orders to determine priority of work assignments. Plans work procedures using schematics, technical manuals, and experience. Assigns schedules and duties by issuing oral and written instructions. Arranges for vehicles and equipment to be released from service for inspection, service, or repair. Oversees the activities of subordinate workers engaged in the diagnosis, maintenance, repair, and overhaul of vehicles and equipment. Monitors and evaluates work in progress for timeliness and quality of repair efforts. Assists in solving complex repairs. Trains workers by demonstrating repair and maintenance of vehicles and equipment using mechanic's hand tools. Inspects and certifies completed work to verify conformance to specifications and regulations. Participates in the technical analysis of new equipment and repair techniques. Records completed work assignments, maintains records, and prepares a variety of comprehensive reports. Supervises investigations of accidents to determine the cause and extent of damage to any segment of the maintenance systems.

Contracts for specialized repair services or arranges for off site repair. Authorizes and arranges for purchase of unusual tools, parts, and equipment. Records expenses and analyzes purchase and repair costs to effectively control expenditures. Performs administrative supervisory responsibilities such as hire, train, motivate, evaluate, counsel, and discipline personnel. Resolves labor relations issues in accordance with labor contracts. Enforces departmental policies and procedures, and employee attendance.

Other Job Functions: Coordinates or conducts training programs and safety meetings to promote safe work environments and safety awareness. Assists in the development or revision of department policies and procedures. Assists in the preparation of the department budget by estimating staffing and material requirements, production efficiency, and improved equipment. Establishes practices to maximize quality and quantity of work effort. Ensures work area is kept clean and in safe condition. Keeps inventory of repair parts and equipment and requisition replacement stock. Estimates cost of repair to vehicles involved in accidents. Assigns personnel to provide emergency service and responds as required to emergencies. Test drive repaired vehicles to verify repairs. Provides transit related information to the general public. Keeps updated with current laws, regulations, and developments in areas related to maintenance operations. Performs assigned special projects/campaigns and other duties as assigned.

Required Knowledge of:

  • Principles of supervision, training, motivation, and counseling.

  • Diagnosis, repair, and overhaul of engines, parts, and components, vehicle bodies, and electrical and mechanical systems, depending on position assignment.

  • Safety rules and regulations and first aid practices.

  • Principles of preventive maintenance and cost control.

  • Mechanic tools and garage equipment/machinery.

  • Principles of construction, operation, maintenance of electrified transit systems, and rail transit signaling, depending on position assignment.

  • Use independent judgement and initiative in developing solutions to problems.

  • Instruct or train subordinate workers.

  • Analyze and resolve disciplinary/grievance issues.

  • Communicate effectively in oral and written form.

  • Interact professionally with various levels of District employees and outside representatives.

  • Satisfactorily complete LRV training program, depending on position assignment.

  • Obtain and maintain a valid class A California's operator license with passenger transport and air brake endorsements, and current medical certificate; and/or obtain and maintain RT's LRV operator license, depending on position assignment.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

High school diploma and five years journey level work experience, as a District employee, in the diagnosis, maintenance, and repair of vehicles and equipment or wayside track work, including assisting the work of others in a lead capacity.

High School diploma and two years of completed undergraduate college course work or vocational training in electrical/mechanical field. Three years of supervisory work experience in a transportation service related industry.
