Job Summary

This classification is primarily responsible for performing many of the tasks in the following areas: Training; Program Policy and Procedure Review; Data and Statistical Analysis; Department Administration; Field Safety and Accident Investigation; and Supervisory/Administrative. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves performing prescribed tasks in a somewhat predictable order. Exceptions are regular but are carried out according to pre-determined policies or procedures.

Supervision

Supervision Received: This class works under general supervision, wherein the assigned duties require the exercise of judgment or choice among pre-established actions, sometimes without clear precedents and with concern for the consequences of the action. The employee may or may not work in close proximity to his/her supervisor.

Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions

A. Training
Duties may include:
Develop, plan, formulate, direct, schedule, instruct, demonstrate, and train employees in technical and non-technical aspects of vehicle and equipment maintenance. Develop and implement training manuals, lesson plans, curriculum, training schedules, procedures, certification programs, departmental training data and vehicle maintenance technical library. Prepare and conduct competency evaluations, assessments and remedial training programs. Develop and train personnel with new and updated materials or procedures. Conduct classroom and on-the-job training in the theory and the practical application of repair, troubleshooting and maintenance of electromechanical devices, microprocessor components, and mechanical systems. Other duties as assigned.

B. Program Policy and Procedure Review
Duties may include:
Interpret, develop, and implement District public-related policies and procedures for certification of EPA 608 and California driver's licenses. Represent the District in agency public-related audits. Implement certification testing (as Proxy) for EPA 608 and California driver's licensing. Interpret and implement rules as set forth in the IBEW collective bargaining agreement. Other duties as assigned.

C. Data and Statistical Analysis
Duties may include:
Develop and maintain database of employee training records, departmental training data and the vehicle maintenance technical library. Monitor and test progress of trainees and prepare statistical reports evaluating competency and performance. Record completed work assignments; maintain records and prepare comprehensive reports. Record expenses and analyze purchase and repair costs to effectively control expenditures. Analyze statistical data in the determination of failure trends and solutions. Prepare and maintain the maintenance department training budget. Other duties as assigned.

D. Department Administration
Duties may include:
Participate in the Light Rail Training and other assigned committees. Participate in oversight teams for procurement projects or interview/hiring teams for the Light Rail Maintenance Department. Contract for specialized on site or off-site repair services with vendors. Authorize and arrange for the purchase of tools, parts and equipment. Record expenses and analyze purchase and repair costs to effectively control expenditures. Participate in the technical analysis of new equipment and repair techniques. Participate in the preparation of the department budget by estimating staffing and material requirements, production efficiency, and improved equipment. Other duties as assigned.

E. Field Safety and Accident Investigation
Duties may include:
Supervise investigations of accidents to determine the cause and extent of damage to the maintenance systems. Estimate the cost of repair to vehicles involved in accidents. Assess and monitor light rail operations for the safety of employees and passengers. Coordinate or conduct safety meetings to promote safe work environments and safety awareness. Other duties as assigned.

F. Supervisory/Administrative
Duties may include:
Directly supervise vehicle/wayside maintenance personnel in the servicing and repair of District vehicles, equipment and light rail wayside. Oversee the activities of subordinate workers engaged in the diagnosis, maintenance, repair, and overhaul of vehicles and equipment. Monitor and evaluate work for the timeliness and quality of repair efforts. Participate and provide direction in complex repairs. Assign personnel to provide emergency service and respond to emergencies that may affect light rail vehicles, equipment, or personnel. Review work orders to determine priority of work assignments. Record completed work assignments, maintain records, and prepare comprehensive reports. Perform responsibilities such as hire, train, motivate, evaluate, counsel, and discipline personnel. Develop work schedules for required staffing to support maintenance operations and tasks related to the review, preparation and presentation of financial and related reports. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Day-to-day operations, shifts occurrences and requirements of a vehicle and maintenance shop.

  • Mechanical, electrical and electronic systems pertinent to light rail vehicles and specialized equipment.

  • Special licensing requirements for testing California DMV CDL licenses, and Section A/C certification.

  • Theory of the operation, troubleshooting, and repair of heavy duty engines and electrical equipment.

  • Methods and techniques of determining training requirements.

  • Pertinent hand tools, special tools, and test equipment used in vehicle and equipment maintenance.

  • Equipment and facility systems, including mechanical, electrical, pneumatics, audio-visual systems, computer operations, and standard software programs.

  • Methods and techniques of preparing cost estimates for equipment damaged in accidents.

  • Correct English usage, spelling, grammar, and punctuation.

  • Current laws, regulations, and developments in areas related to maintenance.

  • Current teaching methodologies and techniques.

  • Group presentation methods.

  • EPA and California Department of Motor Vehicles testing and training procedures and requirements.

Required Ability to:
  • Learn District procedures for handling an emergency shutdown of the facility.

  • Learn District emergency procedures in support of mainline operation, i.e. derailments, LRV retrieval.

  • Diagnose, troubleshoot, and resolve equipment failures.

  • Work within deadlines.

  • Effectively maintain planned schedules.

  • Evaluate the competency and performance of employees.

  • Develop programs to meet training needs of light rail maintenance groups.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Five years of progressively responsible experience as a technical vehicle and equipment maintenance trainer including one year in a supervisory capacity. A strong mechanical background is highly desirable.

Required Prior Education:
Associate Degree with a major in Electronics Technology, Automotive Technology, or ASE Certification in automotive/truck repair. Additional experience may be substituted for education on a 2 for 1 basis (2 years of experience equals 1 year of education).
