Job Summary

This classification is primarily responsible for performing many of the tasks in the following areas: Vehicle and Equipment Maintenance; Supervisory/ Administrative; Project Development; Oversight and Management; Department Administration; Information Tracking and Reporting; and Field Safety and Accident Investigation. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Vehicle and Equipment Maintenance
Duties may include:
Implement, direct, and oversee maintenance activities supporting all revenue and non-revenue vehicles, fare vending equipment, and miscellaneous support equipment. Direct activities to assure compliance with the California Public Utilities Commission, APTA, Federal Railroad Administration, vehicle and equipment manufacturers, the District’s Safety Policy and other regulatory requirements. Coordinate and manage activities relating to operations with intra-departmental, inter-departmental, contractors, vendors, and miscellaneous personnel. Monitor equipment for failures; develop trend analysis; meet revenue service requirements. Respond to customer complaints and take corrective action. Analyze data; compile service standards; monitor trends; review and prepare reports and other statistical data. Monitor the design criteria, manufacturing processes, testing, and integration of new equipment into operations. Assign maintenance tasks and ensure vehicle availability. Review work orders to evaluate completed work assignments. Monitor road calls to determine repairs and evaluate trends with vehicles. Review and interpret written communications and provide the necessary feedback. Create, review and provide written documentation for preventive maintenance. Perform other duties as assigned.
B. Supervisory Administrative
Duties may include:
Assign schedules and duties by issuing oral and written instructions. Investigate and resolve labor relations issues in accordance with written procedures and labor contract. Provide direction, guidance, goals, and objectives to meet current and future revenue, fare vending, and non-revenue equipment needs. Conduct annual written performance evaluations, provide verbal and written direction or feedback. Develop professional and personal goals/objectives for all employees and facilitate growth and opportunities. Ensure compliance with the collective bargaining agreement, District, state, local, and federal policies, guidelines, and regulations. Conduct investigative interviews, administer discipline, respond to grievances, conduct step grievance hearings, and mediate employee disputes. Manage the vehicle maintenance section technical training program to support existing equipment, existing technology, and future functional needs. Conduct oral interviews, hire, promote and administer discipline as required. Perform other duties as assigned.
C. Project Development, Oversight and Management
Duties may include:
Forecast requirements and develop programs to upgrade and or support fleet of revenue and non-revenue vehicles, fare vending machines, and other support equipment. Develop capital project cost estimates. Develop justifications and scope of work for contract technical specifications to obtain the services of consultants. Work with District contact administration, equipment buyers, legal department, and consultants to administer current and future projects. Develop and provide input to the District’s fleet management plan. Serve as the vehicle maintenance representative working with various District departments and/or consultants for the procurement of new vehicles and fare vending equipment, specification development, design review documentation and hardware, and first article testing. Forecast and implement plans to support new, changing, or expanded operations, including personnel, equipment, facility, and training. Perform other duties as assigned.
D. Department Administration
Duties may include:
Review, distribute, implement and coordinate general office and technical correspondence. Develop, implement, write, modify, maintain, and comply with District, light rail, and vehicle maintenance standard operating procedures, policies, notices, operating bulletins and rule book procedures. Formulate and write issue papers, memos, letters (formal and informal business correspondence). Create, review, and authorize paperless requisitions in SAP. Manage operating and capital budgets for the vehicle maintenance section. Review and authorize requisitions. Perform other duties as assigned.
E. Information Tracking and Reporting
Duties may include:
Analyze and interpret repair orders, preventive maintenance, service interruptions and oil analysis. Review fleet fuel, transmission and oil consumptions. Schedule non-revenue equipment for smog testing. Review and analyze revenue and non-revenue files for trends on repeat repairs. Research and write preventive maintenance programs. Input specifications of new revenue and non-revenue and equipment into computer system. Perform other duties as assigned.
F. Field Safety and Accident Investigation
Duties may include:
Coordinate and conduct training programs, and safety meetings to promote safety awareness. Evaluate cost of repairs to revenue and non-revenue fleet. Identify and correct safety discrepancies with appropriate departments and personnel. Perform random inspections to ensure that the District is in compliance with OSHA rules and regulations. Attend regular Joint Labor/Management Safety Committee meetings. Maintain active logs on hazardous waste generated and removal. Perform monthly emergency shutdown tests of the maintenance operation. Perform other duties as assigned.

Obtain and maintain a valid Class A California driver’s license issued by the Department of Motor Vehicles, with passenger transport and air brake endorsements, and current medical certificate.
Obtain and maintain RT’s LRV operator license, depending on position assignment.
Comply with the random drug testing provisions for safety-sensitive classifications as required by the Department of Transportation (49 CFR, Part 655).

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

A. Required Prior Experience:
Fours years of previous experience in the transportation service related industry, including one year of experience in a supervisory capacity.
B. Required Prior Education:
High school diploma and two years of completed undergraduate college course work or vocational training in the electrical and mechanical field.
