Job Summary

This classification is primarily responsible for performing tasks in the following areas: Transportation Data Collection, Review, and Analysis; Transit and Other Related Plan Drafting, Analyzing, and Reporting; Public Information Services; Field Operations Study; Project Oversight and Management; and Program, Policy, and Procedures Review. This is the entry-level classification in this series, and is typically the trainee level. Work mainly involves the review of information, including summarization, analysis, interpretation and re-presentation in a different format.

Supervision Received: This class works under general supervision, wherein the assigned duties require the exercise of judgment or choice among pre-established actions, sometimes without clear precedents and with concern for the consequences of the action. The employee may or may not work in close proximity to his/her supervisor.

Essential Functions

A. Transportation Data Collection, Review and Analysis
Duties may include:
Create and design surveys and sampling techniques in order to provide usable, relevant information and select random NTD trips. Coordinate route checks and survey scheduling with Route Check Supervisor, other departments, and outside agencies. Provide instructions and training for special counts, surveys, and data entry. Create, design, and maintain relational databases and data entry forms. Input, verify, and code collected data. Ensure compliance with FTA regulations and agreed-upon procedures with auditor for NTD counts. Attend meetings and gather information on programs that may benefit the organization. Other duties
as assigned.

B. Transit and Other Related Plan Drafting, Analyzing, and Reporting
Duties may include:
Import and accumulate data into a usable format where data can be manipulated. Review data for reasonableness and consistency. Identify erroneous data and develop methods to deal with such. Group data in an appropriate way in order to create meaningful reports. Generate graphs, tables, charts, maps, and written reports to convey needed information. Monitor data and identify trends. Review and research information for document updates. Other duties as assigned.

C. Public Information Services
Duties may include:
Provide agency information to private citizens and other organizations upon request (written reports, graphs, charts, and tables). Assist with the organization, planning, and presenting of public workshops. Other duties as assigned.

D. Field Operations Study
Duties may include:
Collect information on area conditions when investigating new route possibilities. Collect data for special counts of surveys. Other duties as assigned.

E. Project Oversight and Management
Duties may include:
Prepare special projects as assigned (air quality emissions analysis, LR station development ,etc.). Develop and maintain planning department fiscal year schedule to meet goals and objectives. Participate in planning seminars. Track development projects by jurisdiction in the Sacramento area to assist with service planning. Track park and ride/joint use park and ride locations in the Sacramento area. Other duties as assigned.

F. Program Policy and Procedures Review
Duties may include:
Provide transit-related input to local jurisdictions about adopted plans that may influence their programs and policies. Participate in updating the circulation element of plans adopted by local agencies. Participate with local agencies to develop regional land use programs and policies. Review and prepare District responses to Public Facilities Infrastructure Financing Plans. Interpret department's land use planning policies and procedures as they relate to transit services. Provide input to inter-departmental projects, which may influence program changes or modifications. Participate in development and maintenance of the District’s Design Guidelines and Development Review Manual. Other duties as assigned.

  • National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements.

  • Available information and data sources.

  • Current and future transit services, including existing service, bus stop locations, and system expansion plans.

  • Data collection procedures.

  • Database principles, statistical sampling methods, and mathematical calculations.

  • Department's long range planning program activities.

  • Filing and document storage and retrieval methods.

  • FTA regulations concerning the National Transit Database Report.

  • General transit planning concepts.

  • Land use planning practices and principles, including smart growth principles.

  • Laws regulating scheduling practices.

  • Local agencies’ applicable planning laws, zoning regulations, and adopted plans.

  • Other agencies’ major program policies and procedures.

  • Transit planning concepts.

  • Transit principles, practices, procedures, measurements, and information sources.

  • The SAP System.


Required Ability to:
  • Learn the District’s policies, procedures, programs, plans, and transit issues.

  • Effectively relay information through written language, public speaking and various software applications.

  • Group data into a meaningful, usable format and create reports using various software applications.

  • Identify and understand the needs of the public or information requested.

  • Manipulate reports and data for a specific request.

  • Research, develop, and evaluate data.

  • Understand contract billing terms to establish the billing for each special service.

  • Understand, interpret, and analyze data within the context of a given survey or count.

  • Identify the relevant personnel in local agencies to coordinate actives.

  • Obtain appropriate background information prior to participation in meetings with agencies and the public.

  • Obtain current copies of existing contracts.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Prefer previous work experience in a planning related field.

Required Prior Education:
A Bachelor’s Degree in Planning or a related field. Six years of additional qualifying experience may substitute for the required education.
