Job Summary

This classification is primarily responsible for performing tasks in the following areas: Project Management; Architectural Design; Supervisory Administrative; Information Tracking and Recording; Transit Planning; Public Information Services. Work mainly involves problem solving and mediation of highly conflicting, unexpected, and unusual problems involving multiple groups. This class supervises subordinate staff and receives occasional
supervision on new projects.

Supervision

Supervision Received: This class typically receives general supervision while working on new or innovative programs or projects. Employee arranges and determines the specific procedures and requirements of these programs and solves non-routine problems, making recommendations to senior management.

Supervision Exercised: This class may supervise lower level personnel.

Essential Functions

A. Project Management
Duties may include:
Plan, organize, and manage all phases of architectural work and related technical support for the District’s capital program design and implementation. Manage and oversee multi-disciplinary consultant contracts including architects and landscape architects, land surveyors, geo-technical, civil, structural, mechanical, and electrical engineers, graphic consultants, and professional artists. Review contract documents. Obtain regulatory approvals and coordinate utility services. Create and maintain project tracking documents. Negotiate contract changes. Review and approve consultant invoices. Other duties as assigned.

B. Architectural Design
Duties may include:
Provide technical architectural supervision for the District’s light rail, bus, and administrative facility development. Administer and maintain District’s architectural design criteria. Coordinate design requirements of the Engineering Services Division, other District departments, and outside agencies. Manage, review, evaluate, and approve designs prepared by staff, consultants, and outside agencies. Develop and/or coordinate bid and contract documents, requests for proposals, plans, and specifications. Provide cost estimates for design projects. Respond to requests for information and submittals. Prepare technical reports and correspondence. Other duties as assigned.

C. Supervisory Administrative
Duties may include:
Supervise other architecture staff in the administration of the District’s architectural design functions (overseeing, delegating, and providing feedback). Prepare job descriptions and interview questions for staff in the architecture unit, and participate in personnel actions (hiring, promotion, etc.). Train staff in various aspects of architecture and engineering and in the District’s policies and procedures. Other duties as assigned.

D. Information Tracking and Recording
Duties may include:
Create and maintain tracking forms such as design control logs, submittal requirements, RFI lists, consultant expense evaluations, “lessons learned” lists, construction document review logs, etc. Maintain project records, including RFIs and responses, submittals and responses, comments from design review meetings and outside reviewers, and revisions to documents. Other duties as assigned.

E. Transit Planning
Duties may include:
Assist in preparing transit plans related to buildings and other fixed route transit facilities. Review private and joint development project plans or proposals. Other duties as assigned.

F. Public Information Services
Duties may include:
Coordinate and maintain communication with internal and external contacts, including interfacing with representatives of city, county and state agencies on architectural design matters related to buildings and other fixed route transit facilities. Preparing and delivering public presentations to solicit feedback on project design. Prepare presentation documents. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Theories, principles, and practices of architecture, urban design and transportation planning.

  • Understanding of Americans with Disabilities Act and California Building Code, and familiarity with Public Contract Code, public art laws and procedures, and various other laws, codes, rules, and regulations.

  • Construction principles, materials and methods, and construction inspection methods.

  • Fundamentals of geo-technical, civil, structural, mechanical, and electrical engineering and landscape architecture.

  • Technical specifications writing and estimating.

  • Value engineering of public transportation projects; familiarity with construction principles, materials and methods, and construction inspection methods.

  • Presentation software including set-up and formatting, and preparing presentation drawings and renderings.

  • Principles and practices of project administration and management, and consultant, construction, and procurement contract administration.

  • Public speaking and listening techniques.


Required Ability to:
  • Maintain project budget and schedule when changes in the scope cause increases in costs and/or time to complete.

  • Maintain project schedule when consultants do not maintain design submittal dates or submit incomplete designs.

  • Interpret confusing or conflicting standards and requirements.

  • Work under time constraints.


Required Computer Skills with:
  • Common word processing software.

  • Common spreadsheet software.

  • Common database applications.

  • ERMS software concepts.

  • Accounting or operations software functionality.

  • Email, contact management, and scheduling software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of experience in professional architectural work. Experience with transportation facilities design, especially rail transit is preferred. Experience should include programming design.

Required Prior Education:
A Bachelor’s Degree in Architecture and professional licensure with the State of California.
