Job Summary
Safely uses a variety of hand and power tools and specialized knowledge to prepare and paint District coaches, buildings, equipment and Light Rail Vehicles (LRVs); serves as a team leader for assigned projects; practices safe work processes and contributes to the creation and maintenance of a safe working environment for self and others; requisitions and maintains inventories of paint and related supplies and tracks material useage for compliance purposes; and performs related duties as assigned or required.

Distinguishing Characteristics
This is a full journey level specialist job classification. This classification is distinguished from District Mechanic classifications as incumbents utilize a variety of hand tools, power equipment and specialized knowledge to independently perform a full range of skilled vehicle painting duties and related preparation work
Essential Functions
Prepares, masks, sands, primes, mixes and sprays, brushes or roller paints a variety of paint and other coatings on District coaches, buildings, equipment and/or LRVs; may perform minor body work to prepare coaches or LRVs for painting; works on special painting projects for other District departments; applies decals and numbers to all District vehicles; safely operates District vehicles; requisitions and maintains inventories of paint supplies and tracks material useage for compliance purposes; performs daily visual vehicle inspections and reports defects; and performs other related duties as assigned.
Job Demands
The essential functions and responsibilities of this job are primarily performed in a shop environment. On a daily basis, work is performed on ladders, in confined spaces, around moving vehicles and equipment and around machinery with moving parts. The work environment subjects incumbents to extremes in heat over 100oF and exposes them to a dry arid atmosphere, constant noise, dust, silica, fumes, smoke, gases, grease and oils, electrical energy, and toxic and/or caustic chemicals.
On a daily basis, the essential functions of the job require incumbents to stand, walk and sit for sustained periods of time; to climb, stoop, kneel, crouch, reach and crawl; to use finger dexterity and hand strength to pinch and grasp items and to feel the attributes of objects by touch; to maintain body balance while walking, standing and crouching on slippery or moving surfaces; to hear and talk to receive and give instructions and information; to view objects within one foot to arms length using a full field of vision, good depth perception and the ability to adjust focus, distinguish basic colors and shades of color; to lift and carry objects weighing up to 50 pounds; and to push and pull paint containers and equipment weighing up to 50 pounds.
Knowledge and Abilities
Required Knowledge of:
- Standard procedures, tools, equipment and materials used in the painting trade.
- Standard methods for preparing a wide variety of surfaces for painting.
- Methods of preparing, mixing, blending, preserving and applying paints and other coatings to wood, plastic, metal, and other surfaces.
- Methods of rigging scaffolding.
- Standard methods for maintaining brushes and painting equipment.
- Electrical safety standards.
- Chemicals, their interactions, danger signs and safe disposal methods
- Basic first aid and general shop safety practices
Required Ability to:
- Obtain and maintain a valid Class B California driver’s license issued by the Department of Motor Vehicles with proper endorsements and current medical certificate.
- Comply with drug and alcohol testing provisions for safety-sensitive employees as required by the FTA, Department of Transportation (49 CFR, Parts 40 and 655).
- Mix and match paint and to blend, harmonize and contrast colors.
- Apply paint and coatings evenly with both brush and spry gun.
- Work from rigging and scaffolds.
- Estimate time and materials needed to perform a job.
- Exercise good judgment and effectively resolve work-related problems.
- Maintain attention to detail in a work environment of frequent interruptions.
- Work independently in the absence of supervision.
- Correctly use protective clothing and appropriate safety equipment.
- Read, interpret and understand plans, schematics, and various manuals.
- Understand and effectively follow written and oral instructions.
- Understand and follow guidelines for safe handling of toxic and/or caustic chemicals and other hazardous materials.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Education:
High school diploma or equivalent.
Required Prior Experience:
Three years of full-time experience successfully performing the duties of a journey level vehicle/equipment painter. Successful completion of an apprenticeship in the field or successful completion of a District sponsored training and certification program.
Licenses and/or Certificates:
Possession of a Class B California Driver’s License permit with endorsement(s) on the first day of appointment and the ability to obtain a Class B California Driver’s License with endorsement(s) within 90 days of appointment; a satisfactory driving record; possession of a Forklift Operator Certification or the ability to obtain a forklift certificate within 90 days of appointment.
