Job Summary
Performs heavy manual labor to assist the Rail Maintenance Worker classification in the maintenance, construction, inspection, and repair of the District’s light rail systems, tracks, and structures; safely operates District vehicles and equipment; as directed, may work as a flagperson to protect the public, employees and District equipment or may attend to switches during emergencies or when re-routing trains; practices safe work processes and contributes to the creation and maintenance of a safe working environment for self and others; and performs other related work as assigned.

New employees receive close supervision within a framework of well-defined policies and procedures. Once proficiency is attained, assignments become more varied and are performed under general supervision within a framework of well-defined policies and procedures.

Distinguishing Characteristics
This is the entry level to the Rail Maintenance job series. This classification is distinguished from the journey-level Rail Maintenance Worker in that the latter performs a full range of maintenance, inspection, and repair duties and is responsible for the upkeep and repair of substrate materials between the rail bed and the rails.
Essential Functions
Removes and replaces rail, ties, track fastenings and turnout fittings; repairs, adjusts, cleans and lubricates switches, frogs, road crossings, appliances, signs and drainage structures; surfaces and lines track; cuts, drills, grinds, and welds rail track components; safely operates designated District vehicles, tools and equipment; may work as a flagperson when directed for the protection of the public, employees, and District equipment; and may perform switch tending assignments during emergencies and rerouting of trains; and performs other related duties as assigned.
Job Demands
The essential duties of the job are primarily performed outdoors and require the performance of heavy manual labor on an ongoing basis. Incumbents are exposed to with exposure to varying weather conditions and hazards associated with operating an electric transit system. Work is regularly performed on ladders and scaffolding and around vehicles, machinery and equipment with moving parts.
On a daily basis, the essential functions of the job may require incumbents to climb ladders, stairs, scaffolding, and ramps; to stoop; kneel, crouch, and crawl; to reach in all directions; to stand, walk, and/or sit for extended periods of time; to push and pull objects with an average weight of 75 pounds to a maximum of 200 pounds; to lift and carry objects with an average weight of 50 pounds to a maximum of 125 pounds; to grasp and demonstrate finger dexterity; to demonstrate tactile dexterity; to hear and talk to give and receive instruction and other information; to maintain body equilibrium to prevent falling; to clearly see objects at one foot to beyond 20 feet using a full field of vision, good depth perception and the ability to distinguish basic colors and shades of colors.
Knowledge and Abilities
Required Knowledge of:
- Basic railroad track maintenance.
- Use and care of common tools and equipment.
- Basic first aid and safety practices.
Required Ability to:
- Comply with drug and alcohol testing provisions for safety-sensitive employees as required by the FTA, Department of Transportation (49 CFR, Parts 40 and 655).
- Read and understand work plans and service manuals.
- Learn and effectively apply the District’s policies and procedures
- Understand and effectively follow written and oral instructions.
- Perform repetitive tasks in an accurate and timely manner.
- Perform continuous heavy physical labor.

Required Prior Education:
High school diploma or equivalent.
Required Prior Experience:
One year of full-time responsible work experience successfully performing construction or maintenance duties requiring continuous heavy manual labor
Special Requirements, Licenses and/or Certificates:
Possession of a Class A California Driver’s License permit with endorsement(s) on the first day of appointment, and the ability to obtain a Class A California Driver’s License with endorsement(s) within 90 days of appointment; a satisfactory driving record; possession of a Forklift Operator Certification or the ability to obtain a forklift certificate within 90 days of appointment; ability to pass the exams and maintain the District’s LRV Operator’s License and the District’s High Rail Operator’s License; pass the Ishihara Eye Test; required to obtain the tools for the Rail Laborer by the end of the probationary period.
