Job Summary

Oversees the day to day activities of designated crews performing a variety of routine to skilled maintenance, construction, inspection and repair duties on the District’s ties, rails, rail beds, signage, and related light rail track system; oversees the performance of and participates in physical labor to accomplish assigned duties; inspects rails and track system for defects, wear, and other unsafe conditions; safely operates a variety of District vehicles and equipment practices safe work processes and contributes to the creation and maintenance of a safe working environment for self and others; and performs other related duties as assigned.

Distinguishing Characteristics

This is the advanced journey level classification within the Rail Maintenance job series. Incumbents provide lead direction to designated crew(s) on a day to day basis and apply in depth knowledge and expertise to performance of the most complex tasks and duties related to the repair and maintenance of the District’s light rail and track systems. This classification is distinguished from the journey level Rail Maintenance Worker which performs a full range of maintenance, inspection, and repair duties; maintains substrate materials between the rail bed and the rails, and leads a small crew, as assigned.

Essential Functions

Plans, organizes, assigns and directs the work of Rail Maintenance personnel and assists Rail Maintenance Workers in the performance of assigned duties that includes the removal and replacement of rails and ties, track fastenings and turnout fittings; repairs, adjusts, cleans and lubricates switches, frogs, road crossings and appliances, signs and drainage structures; surfaces and lines track; cuts, drills, grinds and welds rail and track components; within scope of responsibility, as defined by supervision, independently directs and accomplishes day-to-day routine activities and/or specific assignments; serves as field supervisor or acting supervisor, making decisions and assignments and maintaining direct communication with District Operations during absences of supervisor; provides limited evaluation input on staff skill levels and competencies, directly reporting to supervisor for formal performance evaluation and review of staff; and performs related duties as assigned.

Job Demands

The essential duties of the job are primarily performed outdoors and require the performance of heavy manual labor on an ongoing basis. Incumbents are exposed to with exposure to varying weather conditions and hazards associated with operating an electric transit system. Work is regularly performed on ladders and scaffolding and around vehicles, machinery and equipment with moving parts.

On a daily basis, the essential functions of the job may require incumbents to climb ladders, stairs, scaffolding, and ramps; to stoop; kneel, crouch, and crawl; to reach in all directions; to stand, walk, and/or sit for extended periods of time; to push and pull objects with an average weight of 50 pounds to a maximum of 200 pounds; to lift and carry objects with an average weight of 50 pounds to a maximum of 125 pounds; to grasp and demonstrate finger dexterity; to demonstrate tactile dexterity; to hear and talk to give and receive instruction and other information; to maintain body equilibrium to prevent falling; to clearly see objects at one foot to beyond 20 feet using a full field of vision, good depth perception and the ability to distinguish basic colors and shades of colors.

Knowledge and Abilities

Required Knowledge of:
- Standard and accepted railroad track and systems maintenance, tools and equipment.
- Standard and accepted first aid and safety practices.
- Standard and accepted Inspection and maintenance standards.

Required Ability to:
- Obtain and maintain a valid Class A California driver’s license issued by the Department of Motor Vehicles with proper endorsements and current medical certificate.
- Comply with drug and alcohol testing provisions for safety-sensitive employees as required by the FTA, Department of Transportation (49 CFR, Parts 40 and 655).
- Perform tasks efficiently and in compliance with all safety rules and regulations.
- Safely and effectively operate tools, vehicles and equipment required for the performance of assigned job duties.
- Repair and maintain rail and track system to a high degree of technical tolerance and specification, as required by - District policy and applicable regulations.
- Read, interpret, and follow plans and service manuals in an effective and independent manner.
- Understand and effectively follow written and oral instructions.
- Work independently in the absence of supervision.
- Prioritize workload to ensure successful job performance for self and others.
- Effectively train, instruct, and direct the work of designated crew(s).

Required Computer Skills with:
- Working knowledge of the use of personal computers and Windows applications.
- Reading and understanding designated computer reports and schedules.
- Learn and effectively use Outlook email software.
- Learn and effectively use SAP PM/RM work order computer software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Education:
High school diploma or equivalent.

Required Prior Experience:
Five years of progressively responsible full time work experience successfully repairing and maintaining railroad track and railroad track systems which includes at least one year of experience working as a crew leader and two years as a Rail Maintenance Worker.

Special Requirements, Licenses and/or Certificates:
Possession of a Class A California Driver’s License permit with endorsement(s) on the first day of appointment, and the ability to obtain a Class A California Driver’s License with endorsement(s) within 90 days of appointment; a satisfactory driving record; possession of a Forklift Operator Certification or the ability to obtain a forklift certificate within 90 days of appointment; ability to maintain Regional Transit’s Operator’s License; possession of, or ability to obtain Regional Transit’s Federal Railroad Administration (FRA) Certification, High Rail Operator’s License; pass the Ishihara Eye Test; required to obtain the tools for the Senior Rail Maintenance Worker by the end of the probationary period.
