Job Summary

This is a full management level classification responsible for planning, directing, coordinating, and supervising the District’s Real Estate Capital and Operating program, including joint development projects, land acquisition and disposition, lease negotiations, appraisals, relocation, and condemnation.

Essential Functions

Under general direction, manages all activities related to District real estate programs. Oversees activities and makes recommendations related to joint development opportunities in accordance with District policy, including negotiations with developers, state and local governments and public agencies, to maximize monetary benefit of District owned land and public transit service.

Manages preparation of legal documents required for land acquisition, joint development agreements, and property acquisition and leasing. Makes recommendations regarding joint development proposals, property acquisition and disposition, relocation and condemnation, and formulates policies and procedures. Plans, directs, integrates and monitors the joint development, appraisal, acquisition and management of properties, relocation of displaced tenants, and the sale of excess property.

Recommends strategies designed to support and enhance District real estate activities. Conducts the most difficult analyses and prepares complex technical reports regarding joint development, appraisals, negotiations, relocation assistance and property disposition functions. Coordinates with Legal, Engineering, and Systems Planning relative to all District land transactions and planning functions. Ensures proper application and compliance with FTA and other applicable federal, state and local regulations.

Directs and evaluates consultants and contractors relative to all District real property transactions. Plans, organizes, evaluates, and directs department staff and activities. Represents the District at meetings with various external groups, including local/appointed officials, citizen, community, and business groups. Maintains database of all District real estate assets and property maps. Develops staffing needs, Department budget, and activity schedules. Performs other duties as assigned.

Work is primarily performed in an indoor setting for eight hours per day. Physical effort is needed to lift and carry office materials and displays.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Seven years’ experience in public sector real estate involving joint development, property development, acquisition and disposition, and property management work with large scale public works projects, including two years in a supervisory capacity. Prefer experience with transit related systems.

Required Prior Education:
Bachelor’s Degree from an accredited college or university in Real Estate, Business Administration, Urban Planning or Development, Architecture, Economics or related field; and additional coursework or licensure in real estate. Six years of additional qualifying experience may substitute for the required education.

Special Requirements:
Possession of a valid Class C California Operator’s License issued by the Department of Motor Vehicles.
