Job Summary

This classification is responsible for real estate acquisition, development and disposition activities for the construction, maintenance and operation of public transit. Incumbent is expected to use independent judgement, make complex decisions and perform a variety of advanced technical duties, many of which are time sensitive in nature.

Supervision

Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Distinguishing Characteristics

This is an advanced journey level classification. Positions at this level are distinguished by the level of responsibility assumed, complexity of duties assigned, use of independent judgment and initiative, and by the direct supervision provided to lower level professional staff. Incumbents work under minimal supervision, develop solutions to complex problems, and are expected to be fully trained in all procedures related to assigned areas of responsibility.

Essential Functions

Under general direction, serves as project manager in the supervision of all District real estate acquisition and disposition functions. Directs, manages and coordinates activities related to property acquisition and disposition, including appraisals, environmental site assessments, remediation, and resident and tenant relocation. Conducts complex real estate acquisition negotiations for land in fee, easements, leases, permits, licenses, use and occupancy agreements and similar instruments. Analyzes and reviews surveys, title documents, engineering data, engineering drawings, letters and various written materials pertaining to value and availability of property. Prepares and processes comprehensive contract documents. Recommends initiation of eminent domain proceedings when negotiations are unsuccessful. Procures and administers title and settlement services contracts with commercial title insurance companies. Coordinates all right-of-way activities, including the District’s relocation obligations. Directs collection and auditing of funds from sale or lease of property. Reviews District property holdings to identify excess or disposable property. Coordinates all property leases and disposition actions and assures compliance with FTA and related governmental regulations. Develops disposition plan to include preparing specifications and implementing disposal of property. Directs collection and auditing of funds from sale of property. Plans and coordinates real estate activities required for implementing the District’s capital program in areas of conceptual studies and preliminary engineering, architecture, environmental analysis, and property appraisal and acquisition. Coordinates timetables and schedules affecting the District’s projects to ensure all real estate acquisitions and agreements are completed on time.

Reviews technical reports and design submittals. May provide some liaison activities with other departments, external agencies, businesses and developers regarding real estate activities. Represents District at Board meetings with developers and property owners, public and private sector organizations and groups. Prepares and maintains a variety of written materials such as reports, documents and correspondence, using a computer. Trains, supervises, oversees and evaluates subordinate staff and consultants.

Establishes and maintains an effective system of communication within the organization, and establishes and maintains effective working relationships with diverse groups and individuals. Makes presentations to the Board of Directors, senior staff, committees, task forces, and the general public as required. Performs other duties as assigned.

Job Demands

Physical and Mental Requirements:
Work is performed both in an indoor office setting and outside for construction site activities, with exposure to varying weather conditions. While performing the duties of this position, the incumbent must regularly:

  • See, talk, hear, sit, use hands and fingers to handle objects, reach with hands and arms to operate standard office equipment, occasionally walk, and get in and out of vehicles.

  • Work exposure includes occasional exposure to airborne particles, slippery, and uneven walking surfaces.

  • Necessary aptitudes include the ability to understand directions, reason and make good judgements.

  • Verbal, numeric and spatial aptitudes; perception of detail in verbal or tabular materials.

  • Analytic and problem solving ability.

  • Precision, memory, initiative, and the ability to work with District staff, contractors, government officials, and the public.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of real estate property management and/or acquisition, development and disposition work experience with large public works projects. Prefer experience with transit related systems.

Required Prior Education:
Bachelor’s Degree from an accredited college or university in Planning, Architecture, Business or related field; and additional coursework or licensure in real estate. Six years of additional qualifying experience may substitute for the required education.
