Job Summary

This classification is responsible for real estate asset management and development activities for the construction, maintenance, and operation of public transit. Incumbent is expected to use independent judgement, make complex decisions, and perform a variety of advanced technical duties.

Distinguishing Characteristics

This is an advanced journey level classification. Positions at this level are distinguished by the level of responsibility assumed, complexity of duties assigned, use of independent judgement and initiative, and by the direct supervision provided to lower level professional staff. Incumbents work under minimal supervision, develop solutions to complex problems, and are expected to be fully trained in all procedures related to assigned areas of responsibility.

Essential Functions

Under general direction, serves as project manager in the supervision of all District real estate asset management and development functions. Reviews District property holdings to identify property leasing and licensing prospects, property development, and joint development opportunities, or other income producing opportunities. Sets goals, develops and implements policies, procedures and programs to increase income, reduce operating costs and enhance property value through sound asset management practices. Monitors income and implements measures to increase collection and performance on leases. Oversees and reviews collection and maintenance of income data and the real property asset base. Coordinates review of joint development proposals with federal and state oversight agencies and assures compliance with applicable rules and regulations. Conducts analyses of RT property for highest and best use, including best transit use. Negotiates complex contracts, leases, and licenses for District property development and third party use and assures compliance with FTA and related governmental regulations. Oversees development of entitlement process for development of District property. Conducts needs analyses with other departments regarding property development and provides liaison with other departments, external agencies, businesses and developers regarding real estate asset management activities. Conducts market and financial feasibility analysis of development proposals. Analyzes economic benefit and potential income from development of District property, forecasts ridership, operating costs, and ridership benefits. Develops RT marketing strategy for property development opportunities. Establishes goals and policies for transit supportive development programs. Monitors and inspects District property facilities toward analysis of value and effects of potential development. Coordinates property maintenance with Facilities Department. Oversees reviews and processes utility permits. Supervises revision and updates on all leases to reflect current market value and competitive rates and oversees market studies for variety of uses to ensure competitive rates. Assures full cost recovery for staff services and license agreement processing.

Directs and oversees mapping and description of RT property by surveyors, engineers, and SACOG. Prepares and maintains a variety of written materials such as reports, documents and correspondence, using a computer. Trains, supervises, oversees and evaluates subordinate staff and consultants.

Establishes and maintains an effective system of communication within the organization, and establishes and maintains effective working relationships with diverse groups and individuals. Directs and manages subordinate staff in negotiation and management of licenses, leases, and permits for use of RT property. Makes presentations to the Board of Directors, senior staff, committees, task forces, and the general public as required. Performs other duties as assigned.

Physical and Mental Requirements:
Work is performed both in an indoor office setting and outside for construction site activities, with exposure to varying weather conditions. While performing the duties of this position, the incumbent must regularly:

  • See, talk, hear, sit, use hands and fingers to handle objects, reach with hands and arms to operate standard office equipment, occasionally walk, and get in and out of vehicles.

  • Work exposure includes occasional exposure to airborne particles, slippery, and uneven walking surfaces.

  • Necessary aptitudes include the ability to understand directions, reason and make good judgements.

  • Verbal, numeric and spatial aptitudes; perception of detail in verbal or tabular materials.

  • Analytic and problem solving ability.

  • Precision, memory, initiative, and the ability to work with District staff, contractors, government officials, and the public.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of real estate property management and/or acquisition, development and disposition work experience with large public works projects. Prefer experience with transit related systems.

Required Prior Education:
Bachelor’s Degree from an accredited college or university in Planning, Architecture, Business or related field; and additional coursework or licensure in real estate. Six years of additional qualifying experience may substitute for the required education.
