Job Summary

This classification is primarily responsible for performing tasks in the following areas: Administer Engineering Business Systems and Reporting Requirements; Perform Engineering and Related Business Systems Tuning; Data Analysis, Troubleshooting, and Manage Data Integrity; Identify and Coordinate Interfaces Between Project Control Systems and SAP; Design, Configure, and Implement Project and Management-Level Reports; Analyze Business Processes and Data Flow; and Document Procedures and Provide Internal Hands-On Training. This is the journey, fully trained level class; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data dealing with problems and difficult situations. Incumbents may put forth alternative solutions for consideration.

Supervision

Supervision Received: This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.

Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions

A. Administer Engineering Business Systems and Reporting Requirements
Duties may include:
Assist project managers in scoping of project-level reporting, both standard and special reports. Develop, coordinate, implement, and test business and functional processes during report development and quality assurance testing. Review and recommend scope of division-level reporting requirements with department managers. Serve as principal contact for department information reporting problem resolution. Serve as primary resource for project and management-level reporting needs. Identify new engineering business information system technology opportunities. Identify budgetary requirements to implement reporting program. Other duties as assigned.

B. Perform Engineering and Related Business Systems Tuning
Duties may include:
Perform periodic quality assurance testing to validate systems reporting performance. Identify and recommend improvements in business practices to enhance efficiency and management effectiveness. Review existing reporting tools against changes in engineering practices for effectiveness. Analyze feasibility of new systems and enhancements to existing systems to ensure fit and function. Communicate reporting changes and solutions to appropriate parties. Assist in resolving ERMS issues as they apply to engineering systems. Determine staffing and outsourcing needs for corrective actions and problem resolution. Other duties as assigned.

C. Data Analysis, Troubleshooting, and Manage Data Integrity
Duties may include:
Consult with executive and senior level managers regarding projects and issues dealing with ERMS. Develop solutions and recommend, document, and implement changes. Perform quality assurance by periodically testing and verifying output for data integrity. Assist staff in researching unusual variances and anomalies. Produce monthly and quarterly reports to forecast project cost at completion (CAC) and cost to complete (CTC). Assist in cleanup of disparities and errors resulting from system migration and subsequent conversions. Communicate system reporting changes to cognizant project and management staff. Other duties as assigned.

D. Identify and Coordinate Interfaces Between Project Control Systems and SAP
Duties may include:
Act as liaison with other District departments to maintain and coordinate relevant SAP system changes. Assist programmers in configuration revisions that link SAP with Engineering's business environment. Work with programmers in configuring and maintaining reports using SAP's Data Warehouse. Represent the department in SAPTAC reviews. Identify and recommend other interfaces, besides Data Warehouse, to improve reporting flexibilities. Communicate proposed changes and enhancements to appropriate parties in the department. Provide hands-on training as appropriate. Other duties as assigned.

E. Design, Configure, and Implement Project and Management-Level Reports
Duties may include:
Scope, design, and implement informational project and management-level reports. Coordinate informational interfaces between the construction management team and the department’s business systems. Work with program control staff in layout of standard reports. Work with project managers and program control staff in layout and formatting new reports. Produce and test reports to validate data integrity. Analyze feasibility of and develop requirements for reporting using new information technology. Document and communicate user access processes and procedures. Provide hands-on user training as appropriate. Other duties as assigned.

F. Analyze Business Processes and Data Flow
Duties may include:
Review and recommend improvements to current business processes to enhance data flow. Review and develop short- and long-term strategies for project-related information systems operations. Develop work plans to implement strategies and monitor progress. Serve as primary contact with other District business analysts and systems analysts on process issues. Network with other agencies for information exchange regarding engineering business process and data flow. Coordinate with other departments to implement new business processes. Document, communicate, and provide hands-on training as appropriate. Other

G. Document Procedures and Provide Internal Hands-On Training
Duties may include:
Develop hands-on training material and conduct user training as necessary. Provide technical assistance in training, coaching, and advising project staff. Assist users in understanding the system algorithms. Assist users in understanding the system-related versus business-related data flow. Communicate pertinent system changes resulting from reconfiguration or version updates. Prepare and conduct workshops for engineering staff on project control subjects. Other duties as assigned.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of increasingly responsible experience analyzing and implementing engineering business systems.

Required Prior Education:
A Bachelor of Science Degree in Engineering, Computer Science, or closely related. Six years of additional qualifying experience may substitute for the required education.
