Job Summary

Under the general direction of the Chief of Facilities Management, this position is responsible for internal property management and space planning. Acts as project manager for internal relocations and various space utilization projects. Incumbent will use independent judgement, make complex decisions and perform a variety of technical duties. Employees in the class perform the most difficult and responsible types of duties assigned to classes within the series, including serving as lead on assigned projects.

Supervision

Supervision Received: This position typically receives general supervision on day-to-day functions, and occasional supervision while working on new or innovative programs. This position develops and determines specific procedures and requirements for Facilities Department programs, solves non-routine issues, and makes recommendations to management.

Supervision Exercised: This position may supervise subordinate personnel, and may perform related supervisory tasks including hiring recommendations, performance evaluations, and staff training.

Essential Functions

A. Space Planning and Space Utilization
Duties may include:
Conduct space planning utilization needs analyses, and coordinate with various departments regarding their space planning needs; acts as a project manager for internal relocations, and is responsible for developing and implementing effective systems to minimize internal relocation issues and disruptions; conducts other analyses, market research and benchmarks various issues regarding space planning issues; establishes and maintains an effective system of communication within the organization and maintains effective working relationships with diverse groups and individuals within the organization; prepares and makes presentations to executive management and the Board regarding space planning issues; attends business meetings, and collaborates with colleagues to develop "best practices" policies and procedures, and to identify and resolve issues to help create a flexible and efficient organization.

B. Property Management
Duties may include:
Sets goals, develops and implements policies, procedures and programs to increase income, reduce operating costs and enhance property values using sound asset management principles; conducts analyses, market research and benchmarks various issues regarding internal property management issues; establishes and maintains and effective system of communication within the organization and maintains effective working relationships with diverse groups and individuals within the organization; prepares and makes presentations to executive management and the Board regarding assigned property management issues; works closely with the Real Estate Group to coordinate various property management issues; adheres to and supports the goals, objectives and mission of the Agency.

C. Supervisory/Administrative
Duties may include:
May supervise subordinate staff including overseeing and delegating work; may train staff; conduct performance evaluations; attends business meetings; serves as technical expert; acts as department liaison regarding space planning needs.

Required Knowledge of:

  • Applicable building codes, ADA, UBC, UFC and other related regulations.

  • Surveys, maps, engineering drawings and building plans.

  • Effective project management skills.

  • Strong written and verbal communication skills.

Required Computer Skills with:
  • Working knowledge of standard computer desktop applications including MS Word, Excel, MS Project, PowerPoint, Outlook, Access, and on-line calendar systems.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four or more years of real estate property management and/or space planning experience.

Required Prior Education:
A Bachelor's Degree from and accredited college or university desirable, or equivalent. Additional experience may be substituted for education (two years experience equivalent to one year of education).
