Payroll Analyst
Pay Grade:   G12

Job Summary

This classification is primarily responsible for performing tasks in the following areas: Payroll Processing; Business Systems Technical/Functional Support; Analysis and Reporting; Training and Administration. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves performing prescribed tasks in a somewhat predictable order. Exceptions are regular but are carried out according to pre-determined policies or procedures.

Supervision

Supervision Received: This position typically receives occasional supervision while working toward a definite objective that requires use of a wide range of procedures. Only unusual matters are referred to supervisor, typically with some suggestion of a solution.

Supervision Exercised: This position does not supervise subordinates.

Essential Functions

A. Payroll Processing
Duties may include:
Duties may include:
Analyze and process changes to employee master data to include tax, bank, and pay adjustments. Release, generate, and check payroll results for main and supplemental payrolls. Research, verify, and process off-cycle wage payments in accordance with bargaining unit contracts. Select, summarize, format, and post payroll results to the integrated components in accounting. Produce payroll reports for garnishments, wage type remuneration statements, and reconciliations. Submit and process reports for payroll, pension, and federal and state taxes submitted. Respond and prepare reports of employee data for various departments and outside agencies. Other duties as assigned.

B. Business Systems Technical/Functional Expert
Duties may include:
Respond to reports of ERMS operational problems or requests for assistance in ERMS time/payroll. Provide ERMS technical assistance to end-users. Conduct informal training for ERMS time/payroll end-users. Test ERMS time/payroll systems following configuration changes or support pack updates. Consult with technical advisors to identify, create, modify, or delete ERMS time/payroll functions. Other duties as assigned.

C. Analysis & Reporting
Duties may include:
Gather, review, and analyze time/payroll data. Create and modify time/payroll reports. Respond to ad-hoc query requests. Other duties as assigned.

D. Training & Administration
Duties may include:
Prepare training materials and user procedures for informal training sessions. Read and interpret technical literature and SAP support material to determine impact on implementation. Attend technical training to expand knowledge of SAP. Provide functional expertise in ERMS team meetings on integration/enterprise support issues. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Payroll processes and procedures.

  • State requirements for public reporting as it relates to payroll processing.

  • Federal and state wage-hour laws.

  • Taxable and nontaxable compensation principles.

  • SAP time and payroll functionality and reporting.

  • Effective payroll system testing processes.

  • Specialized payroll-processing software.


Required Ability to:
  • Perform complex reconciliations.

  • Research SAP payroll module problems and possible resolutions.

  • Perform research on payroll related accounting issues.

  • Learn the District's standard operating procedures, policies, and specialized payroll software.

  • Research and resolve technical problems.

  • Communicate effectively, both orally and in writing.

  • Deal with difficult people and situations confidentially.

  • Read, analyze, and interpret District polices and government regulations on payroll processing.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Two years of experience in payroll administration in a large organization.

Required Prior Education:
An Associate’s Degree in Accounting, Business Administration, or closely related field. Three years of additional qualifying experience may substitute for the required education.
