Job Summary
This classification is primarily responsible for performing tasks in the following areas: Administer Employee Suggestion and Recognition Programs, Policy Development and Implementation, Supervisory/Administrative, Data Analysis and Reporting, and Information Tracking and Recording. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Administer Employee Suggestion and Recognition Programs
Duties may include:
Responsible for the District’s employee suggestion and recognition programs. Recommend new programs, methodology, procedures, and funding. Prepare budget annually and monitor expenses. Act as liaison between department management and staff on all employee suggestions, from submission through review and implementation. Establish appropriate goals, objectives, and benchmarks for programs. Other duties as assigned.
B. Policy Development and Implementation
Duties may include:
Responsible for development of employee suggestion and recognition programs, policies, and procedures. Assure District compliance with related laws, mandates, and policies. Develop training that supports existing and revisions to new policies and procedures. Recommend policy and changes to facilitate implementation. Develop all forms, documents, and report formats for all programs. Other duties as assigned.
C. Supervisory/Administrative
Duties may include:
Plan, assign, and coordinate assignments of staff. Establish and evaluate performance expectations. Provide direct feedback and guidance on performance. Review unit and District procedures and check for understanding. Reinforce team principles and appropriate skills. Encourage and promote professional development. Other duties as assigned.
D. Data Analysis & Reporting
Duties may include:
Evaluate District program trend data and make recommendations. Compile data. Organize and make presentations. Process related data. Produce recognition and suggestion reports and other data reports. Review and make recommendations to improve implantation of employee ideas. Other duties as assigned.
E. Information Recording and Tracking
Duties may include:
Document, record, and track employee suggestions, recognition nominations, and other information required to effectively manage programs. Document and record impact of suggestion and recognition programs on District performance. Other duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Seven years of increasingly responsible experience administering personnel programs, including two years of supervisory experience.
Required Prior Education:
A Bachelor’s Degree in Human Resource Management, Business Administration, or closely related field. Six years of additional qualifying experience may substitute for the required education.
