Job Summary

This class is primarily responsible for performing a variety tasks in the following areas: Recruitment, Selection, Job Documentation and Compensation; Benefits Management; Payroll Support; EEO Management and Complaint Investigation; Program Policy and Procedure Review Analysis and Support; Document and Correspondence Preparation; Information Tracking and Reporting; and Public Information Services. This is the entry-level classification in this series, and is typically the trainee level. Work mainly involves the review of information, including summarization, analysis, interpretation and re-presentation in a different format.

Supervision Received: This class works under general supervision, wherein the assigned duties require the exercise of judgment or choice among pre-established actions, sometimes without clear precedents and with concern for the consequences of the action. The employee may or may not work in close proximity to his/her supervisor.

Essential Functions

A. Recruitment, Selection, Job Documentation and Compensation
Duties may include:
Conduct recruitment and selection process for salaried and contract employees. Verify authorized vacancy in order to proceed with recruitment. Coordinate and monitor recruitment plan (meet w/hiring authority, maintain timelines, etc.). Develop job announcements, outreach efforts, and advertisement activities. Screen all applicants meeting minimum qualifications. Schedule and facilitate testing, oral panel and dept. interviews. Notify unsuccessful candidates at each step of process. Conduct offer of employment, salary negotiation and benefit options. Conduct incumbent interviews; Analyze job duties, knowledge, skills and abilities; Revise and/or create job descriptions. Conduct salary surveys and prepare reports. Conduct classification studies and prepare reports. Other tasks as assigned.

B. Employee Benefits Management
Duties may include:
Process employee benefits program for the District. Research and make corrections. Answer employees' questions regarding benefits eligibility and procedures. Explain and interpret District insurance program and options to employee and dependents. Consult with SAP Consultant to develop or implement new rates as needed. Review enrollment forms to determine coverage. Interpret various group insurance plans, laws, rules, and regulations. Develop, maintain and monitor eligibility for the District benefits program. Prepare COBRA Notices and process election forms. Create COBRA file to monitor and track all COBRA enrollees. Respond to inquiries regarding the qualifications of extending coverage, benefit plans, and the cost. Correspond with carriers regarding eligibility, rates discrepancies, and contract interpretations. Research and resolve problems related to COBRA activities. Plan, organize, and coordinate the District Employee Health Fair. Conduct Open Enrollment Process. Assist the Benefits Administrator in the new employee employment orientations. Prepare and submit Proof of Death Claims and the Long Term Disability Claims. Conduct employee benefits orientation for internal employees. Prepare Bureau of Labor Statistics Report. Coordinate programs such as tuition reimbursement. Other duties as assigned.

C. Payroll Support
Duties may include:
Process changes in address, employee data, benefits, rates of pay, benefits, and Personnel Service Contract. Document HR status changes in department's log (journals). Perform day-to-day analytical tasks such as research and troubleshooting. Other duties as assigned.

D. EEO Management and Complaint Investigation
Duties may include:
Conduct interviews with complainant, respondent, witnesses, supervisors and managers. Review pertinent documents including correspondence, personnel, and payroll records. Interpret and explain laws and District policies and procedures. Investigate alleged violation of laws to document and correct discriminatory factors. Evaluate claim and prepare detailed report of findings. Prepare responses to external agencies, e.g. DFEH and EEOC. Provide guidance and expert advice to complainant, respondent and supervisors. Review UMTA Circular to determine organizational responsibilities. Conduct specific Internet research to obtain updates to legal obligations. Locate and retrieve current legislation regarding EEO/AA. Review pending legislation, current court cases, and statutes affecting EEO/AA. Determine EEO jurisdiction or refer to appropriate agency. Follow District internal complaint resolution procedures for all complaints. Other tasks as assigned.

E. Program and Policy Review and Analysis
Duties may include:
Identify areas of non-compliance and/or adverse impact. Develop learning objectives, instructional guides and methods, exercises and tests related to policies. Create presentation materials, visual aids, and handouts for participants. Prioritize workload effectively and meet critical deadlines. Develop, monitor, and generate monthly reporting for HR Department and General Manager. Compile, analyze, interpret, summarize, and explain District adherence to legal guidelines and regulations. Respond to complaints and requests for information from co-workers, staff, and external agencies. Research controversial issues or sensitive data. Consult external agencies and private industry to obtain information and resolve issues. Other tasks as assigned.

F. Document and Correspondence Preparation
Duties may include:
Research and review department policies, coordinating, gathering information and then drafting response to various public inquiries and requests related to department functions. Prepare letters and correspondence related to departmental function. Assist in preparation of monthly briefings and reports. Other tasks as assigned.

G. Information Tracking and Reporting
Duties may include:
Interpret data and develop strategies to meet placement goals. Prepare individualized analysis of relevant transactions. Create meaningful visual aids to support trend analysis. Monitor and report progress in potential problem areas and present findings to appropriate staff. Develop standardized and consistent means of reporting important information to depts. Devise and implement secure and reliable method of collecting information. Work with other departments to assess barriers to goal achievement and implement solutions. Collect workforce analysis by department and EEO-4 job categories. Develop reports on hires, separations, discipline, training and promotions by department. Analyze labor market availability and comparison to workforce and identify under-utilization areas. Assist in the development of goals and identify potential problem areas. Develop strategies for reduction of problem areas. Compile data for affirmative action plan. Other tasks as assigned.

H. Public Information Services
Duties may include:
Analyze goals and identify appropriate outreach activities. Coordinate participation in events. Maintain frequent contact with local college placement programs. Develop relationships with staff from community agencies. Other tasks as assigned.

Required Prior Experience:
One year of professional experience in one or more functional areas in human resources, such as recruitment, selection, class, pay, career development, or general HR management.

Required Prior Education:
Bachelor’s Degree in Human Resources, Business or Public Administration, Management, Psychology, or related field.
