Job Summary

This classification is primarily responsible for performing a variety tasks in the following areas: Recruitment, Selection, Job Documentation and Compensation; Employee Benefits Management; Payroll Support; EEO Management and Complaint Investigation; Program and Policy Review and Analysis; Document and Correspondence Preparation; Information Tracking and Reporting; Public Information Services; and Training and Miscellaneous. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data dealing with problems and difficult situations. Incumbents may put forth alternative solutions for consideration.

Supervision

Supervision Received: This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.

Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions

A. Recruitment, Selection, Job Documentation and Compensation
Duties may include:
Conduct recruitment and selection process for salaried and contract employees. Verify authorized vacancy in order to proceed with recruitment. Coordinate and monitor recruitment plan (meet with hiring authority, maintain timelines, etc.). Develop job announcements, outreach efforts, and advertisement activities. Screen all applicants meeting minimum qualifications. Schedule and facilitate testing, oral panel and department interviews. Notify unsuccessful candidates at each step of process. Conduct offers of employment, salary negotiation and benefit options. Conduct classification studies and prepare reports. Conduct incumbent job analysis interviews; analyze job duties, knowledge, skills and abilities; revise and/or create job descriptions. Conduct salary surveys and prepare reports. Other tasks as assigned.

B. Employee Benefits Management
Duties may include:
Answer employees' questions regarding benefits eligibility and procedures. Explain and interpret District insurance program and options for employee and dependents. Consult with SAP Consultant to develop or implement new rates as needed. Review enrollment forms to determine coverage. Interpret various group insurance plans, laws, rules, and regulations. Develop, maintain and monitor eligibility for the District benefits program. Prepare COBRA notices and process election forms. Create COBRA file to monitor and track all COBRA enrollees. Respond to inquiries regarding the qualifications and costs of extending coverage, and benefit plans. Correspond with carriers regarding eligibility, rates discrepancies, and contract interpretations. Research and resolve problems related to COBRA activities. Plan, organize, and coordinate the District Employee Health Fair. Assist the Benefits Administrator in the new employee employment orientations. Prepare and submit Proof of Death Claims and the Long Term Disability Claims. Conduct open enrollment process or employee benefits orientation. Coordinate other benefits programs such as tuition reimbursement. Other duties as assigned.

C. Payroll Support
Duties may include:
Process changes in address, employee data, benefits, rates of pay, benefits, and Personnel Service Contract. Document personnel status changes in department's log (journals). Perform day-to-day analytical tasks such as research and troubleshooting. Other duties as assigned.

D. EEO Management and Complaint Investigation
Duties may include:
Conduct interviews with complainant, respondent, witnesses, supervisors and managers. Review pertinent documents including correspondence, personnel files, and payroll records. Interpret and explain laws and District policies and procedures. Investigate alleged violation of laws to document and correct discriminatory factors. Evaluate claim; prepare detailed report of findings and responses to external agencies, e.g. DFEH and EEOC. Provide guidance and expert advice to complainant, respondent, and supervisors. Review appropriate documentation to determine organizational responsibilities. Conduct research to obtain updates to District legal obligations, current and pending legislation, current court cases, and statutes affecting EEO/AA. Determine EEO jurisdiction or refer to appropriate agency. Follow District internal complaint resolution procedures for all complaints. Other tasks as assigned.

E. Program and Policy Review and Analysis
Duties may include:
Review, analyze, interpret, and implement department policies or procedures. Conduct surveys and evaluate findings to determine compliance with laws and regulations. Research issues, public records, changes in laws, and District practices. Prepare and maintain guidelines, manuals, data base, and other materials related to programs. Analyze and interpret new programs and policies and changes in existing programs and policies. Prepare recommendations to other departments regarding programs. Interpret and communicate District labor and employment rules and union contracts. Analyze and interpret federal and state public sector employment regulations. Understand and interpret the District’s organizational management structure. Other tasks as assigned.

F. Document and Correspondence Preparation
Duties may include:
Compose and prepare correspondence. Prepare reports, both narrative and statistical. Prepare presentations and guidance on laws, regulations, policies, and procedures for other departments. Respond to requests for information both internally and externally. Other tasks as assigned.

G. Information Tracking and Reporting
Duties may include:
Enter, maintain, categorize and organize information in database and project management software. Retrieve information for report preparation. Prepare District workforce analysis and various utilization and analysis reports. Other tasks as assigned.

H. Public Information Services
Duties may include:
Attend recruitment events. Explain the District’s application and training processes. Respond to questions regarding current job openings and District policies and procedure. Other tasks as assigned.

I. Training and Miscellaneous
Duties may include:
Develop formal training programs regarding EEO laws, policies, and procedures. Compile and organize training materials. Conduct training classes. Other tasks as assigned.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Three years of professional experience in one or more of the functional areas in human resources, such as recruitment, selection, class, pay, career development, or general HR management.

Required Prior Education:
A Bachelor’s Degree in Human Resources, Business or Public Administration, Management, Psychology, or a related field.
