Job Summary
This classification is primarily responsible for performing tasks in the following areas: Revenue Collections Operations Management; Information Analysis and Reporting; Supervisory/ Administrative; Provide Revenue Collections Policy and Procedure Review, Analysis, and Reporting; and Direct and Participate in Special Projects. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Revenue Collections Operations Management
Duties may include:
Plan, manage, organize, evaluate, and implement the revenue collection function. Review and evaluate cash collection and processing methods and recommend improvements as needed. Analyze and evaluate financial information to determine possible areas of fraud or theft. Coordinate ridership estimation functions, including maintaining proper procedures and ensuring accurate reporting of data. Perform related duties as assigned.
B. Information Analysis and Reporting
Duties may include:
Provide managers with financial reports, advice, support, and assistance. Keep records relating to the revenue program and prepare various reports. Analyze and prepare feasibility studies on revenue cash flow activities. Assist with forecasting economic trends and predicting impact on District Finances. Help monitor legislation for impact to District. Perform related duties as assigned.
C. Supervisory/Administrative
Duties may include:
Hire, supervise, train, motivate, evaluate, counsel, and discipline subordinate staff. Resolve labor relations and employee issues. Coordinate coverage during staffing shortage. Ensure staff provides accurate and timely data and information. Oversee revenue operations including work unit budget. Perform related duties as assigned.
D. Provide Revenue Collections Policy and Procedure Review, Analysis, and Reporting
Duties may include:
Develop and implement revenue policies, procedures, and guidelines.
Review compliance with existing revenue control policies and procedures.
Implement suggested recommendations for revenue control improvements.
Evaluate operational revenue control weakness and modify and create new procedures. Respond to internal/ external audit findings, report on status, and coordinate implementation. Perform related duties as assigned.
E. Direct and Participate in Special Projects
Duties may include:
Initiate and participate in various special projects. Provide revenue analysis and input on various District projects. Establish, appoint, and participate in various work teams for special projects. Chair revenue related user groups. Communicate and present revenue policy and procedural issues to executive management. May participate in design, implementation, and control of automated financial systems. Perform related duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Five years of progressively responsible experience in cash handling, revenue collection, or a similar financial area, with at least two years in a supervisory position.
Required Prior Education:
A Bachelor’s Degree (or equivalent) in Accounting, Finance, Business, Management, or a closely related field. Six years additional qualifying experience may substitute for the required education.
