Senior Environmental Compliance Analyst
Pay Grade:   G15

Job Summary

This classification is primarily responsible for performing a variety tasks in the following areas: Environmental Compliance Reporting; Contractor/Vendor Oversight; Program, Policy, and Procedure Review, Analysis, and Support; Document and Correspondence Preparation; Information Tracking and Reporting; and Public Information Services. Work mainly involves problem solving and mediating highly conflicting or unexpected problems involving multiple groups, and making recommendations of alternative solutions for consideration. This class does not supervise subordinates.

Supervision Received: This class typically receives direction and may receive closer supervision while working on new or innovative programs or projects. Employee arranges and determines the specific procedures and requirements and solves non-routine problems, making recommendations to management.

Essential Functions

A. Environmental Compliance Reporting
Duties may include:
Survey field conditions to ensure compliance with requirements of Storm Water Pollution Prevention Plan (SWPPP). Inspect protected resources (e.g., wetlands, protected species, and native trees) to ensure requirements are followed. Collect information for, analyze, and prepare project environmental mitigation monitoring reports. Review SWPPP reports prepared by field monitors. Provide regular environmental mitigation updates to project management and construction team. Review, coordinate, and recommend resolution on noncompliance issue. Analyze, interpret, and apply mitigation monitoring policies and procedures. Other duties as assigned.

B. Contractor/Vendor Oversight
Duties may include:
Administer work order based consultant contract addressing wide range of
environmental mitigation tasks. Oversee on-site environmental monitoring tasks for large projects. Prepare RFPs and Board issue papers regarding consultant environmental work activities. Review and edit a wide variety of consultant-prepared environmental reports/documents. Oversee the development and implementation of Worker Environmental Awareness Training program. Other duties as assigned.

C. Program, Policy, and Procedure Review, Analysis, and Support
Duties may include:
Review and implement mitigation requirements. Review and evaluate contractor compliance with contract provisions and specifications. Review non-compliance with environmental rules and regulations, and pursue waivers or other resolutions. Interpret and enforce all project-related environmental requirements. Analyze and interpret progress regarding environmental contracts as they pertain to budgets and schedules. Administer the District’s capital program approval process. Prepare and disseminate all CPC meeting minutes and agendas. Administer CPC's e-mail voting process when items of time-sensitive nature require CPC approval. Maintain on-going registry of all past CPC actions. Advise District staff on procedures for obtaining capital project funding approvals. Independently research, analyze, and determine courses of action for complex environmental problems. Read, interpret, and apply environmental rules, policies, procedures, and practices regarding environmental issues. Make oral presentations regarding environmental matters pertaining to the District’s major construction projects. Monitor and control expenditures and schedules. Other duties as assigned.

D. Document and Correspondence Preparation
Duties may include:
Generate reports addressing District compliance with environmental resource agency requirements. Maintain current on various agency reporting requirements, and submit timely reports. Ensure that all environmental requirements are met and notify the District where they are not in compliance. Other duties as assigned.

E. Information Tracking, Reporting, and Analysis
Duties may include:
Prepare issue papers for the Board regarding environmental-related services and procurements. Prepare environmental activity progress reports for Federal Transit Administration and SACOG. Prepare updates to the Project Action Plans for large projects. Prepare letters to agencies and municipalities regarding environmental issues. Monitor and report on environmental compliance requirements as they pertain to major District projects. Other duties as assigned.

F. Public Information Services
Duties may include:
Meet and confer with staff from environmental resource agencies. Prepare oral updates on all environmental-related issues at construction management and contractor meetings. Conduct telephone and e-mail discussions regarding resource issues/activities with consultants and staff. Other duties as assigned.

  • Closely monitor District and contractor compliance on projects.

  • Ensure that all personnel on project remain environmentally qualified.

  • Ensure Storm-water Pollution Prevention Plan is diligently enforced.

  • Coordinate procurement delivery dates for projects.

  • Monitor consultant budgets and modify consultant work orders as changes develop in project scope, definition, and schedules.

  • Oversee environmental mitigation program to comply with Federal, State, and local laws and regulations.

  • Keep project manager, construction manager, and contractors aware of current environmental regulations and requirements.

  • Administer major contracts to keep work activities on schedule and within budgets.

  • Ensure all compliance and reporting requirements are rigorously followed and required reports submitted in a timely manner.

  • Ensure all construction activities are environmentally sensitive and compliant with established guidelines.

  • Establish and maintain a process where all key documents are collected, and maintained.

  • Establish and maintain a process to control issuance and subsequent retrieval of all checked out library documents.

  • Learn the District’s procurement ordinance.


Required Computer Skills with:

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of increasingly responsible experience in environmental compliance analysis and reporting.

Required Prior Education:
A Bachelor’s Degree in Environmental Compliance, Engineering, or closely related field. Six years of additional qualifying experience may substitute for the required education.
