Job Summary
This classification is primarily responsible for performing a variety tasks in the following areas: Recruitment and Employee Relations; Labor Relations; Program, Policy, and Procedure Review, Analysis, and Support; Document and Correspondence Preparation; Information Tracking and Reporting; Data and Statistical Analysis and Reporting; Public Information Services; and Supervisory/Administrative. Work mainly involves problem solving, mediating highly conflicting or unexpected problems involving multiple groups and making recommendations and alternative solutions for consideration. This class typically supervises subordinate staff.
Supervision
Supervision Received: This class typically receives direction and may receive closer supervision while working on new or innovative programs or projects. Employee arranges and determines the specific procedures and requirements and solves non-routine problems, making recommendations to management.
Supervision Exercised: This class typically supervises lower-level personnel.

Essential Functions
A. Recruitment and Employee Relations
Duties may include:
Plan and coordinate recruitments: compose job postings, meet with subject matter experts; review and evaluate employment applications. Conduct position classification studies. Create and revise class specifications. Work with departments on personnel problems, needs, and interpretation of personnel policies and procedures. Proctor in the administration of various exams and serve as chairperson for oral interviews. Oversee contract administration for pre-employment medical exams and advertising agency. Consult with external agencies and private industry to resolve issues. Conduct job analyses and studies of individual positions. Review exam plans and assessment materials prepared by consultants and subject matter experts. Advise and consult with District personnel regarding recruitment and selection policies, procedures, and legal mandates. Evaluate and analyze recruitment/selection criteria, assessments, and assessment results to ensure conformity with professional standards. Prepare, review, and edit offer letters, briefing letters, and panelist letters. Other duties as assigned.
B. Labor Relations
Duties may include:
Develop a rapport with union officials and stewards. Understand the prerogatives and objectives of union organizations. Represent the District's position diplomatically where conciliation is not possible. Other duties as assigned.
C. Program and Policy Review and Analysis
Duties may include:
Interpret District policies and procedures and governmental policies and regulations. Interpret and analyze proposed changes and compliance measures. Research issues, public records, statutes, and regulations impacting the District. Develop programs, policies, and procedures to insure regulatory and contractual compliance. Create and propose settlement options to resolve conflicts. Assist in enforcing District policies, programs, regulations, goals, and objectives. Develop and implement unit goals and objectives. Prepare budget for units. Design, evaluate, and recommend changes to established program policies and regulations. Prepare and make recommendations regarding budget and cost issues. Design, evaluate, and recommend changes to District forms and reports. Develop recommendations for improving recruitment and selection programs. Prepare Requests for Proposal, evaluate responses, and make recommendations. Other duties as assigned.
D. Document and Correspondence Preparation
Duties may include:
Prepare internal and external correspondence. Write, edit, and proofread issue papers. Prepare special reports, analyses, and recommendations pertaining to selected problems and studies. Prepare results and recommendations regarding job analyses. Prepare issue papers regarding new job descriptions and recommended changes. Prepare special forms and written procedures for recommended programs. Prepare complex correspondence to consultants, District staff, and job applicants. Summarize statistical findings and analyze special surveys and studies. Prepare special reports and statistical information. Other duties as assigned.
E. Information Tracking and Reporting
Duties may include:
Maintain, enter, update, and retrieve information from applicant tracking software. Write summary report and recommendations for job analysis studies. Research and report information on class specifications, salaries, and benefits for outside agency salary survey requests. Track scores for multiple recruitment assessments. Track, record, and report statistical information. Retrieve historical data from the mainframe computer. Prepare and deliver oral presentations of research results. Analyze data gathered and develop and recommend alternative methods or solutions. Document research findings and prepare recommendations for new systems, procedures, or policies. Other duties as assigned.
F. Public Information Services
Duties may include:
Respond to questions, complaints, and requests for information. Represent the District in the community at job fairs and outreach presentations. Consult with external agencies to obtain information and respond to questions. Represent the District in community and at professional meetings. Attend District meetings. Contact outside agencies to coordinate outreach efforts. Deliver oral presentations to internal and community groups. Prepare job vacancy advertisements and announcements. Consult with other transit agencies. Other duties as assigned.
G. Supervisory/Administrative
Duties may include:
Answer questions and provide information. Plan, prioritize, assign, supervise, and review work of staff. Participate in the selection of staff. Plan and coordinate staff training. Work with employees to correct deficiencies. Observe, train, and guide employees; write performance evaluations. Other duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Four years of increasingly responsible experience as a professional human resource analyst, preferably in a public agency.
Required Prior Education:
A Bachelor’s Degree in Human Resource Management, Business Administration, Psychology, or closely related field. Six years of additional qualifying experience may substitute for the required education.
