Job Summary

This classification is primarily responsible for conducting staff or operator training, depending on assignment, and performs a variety of tasks in the following areas: Training Presentation, Training Development, Document and Correspondence Preparation, Information Tracking and Reporting. Work mainly involves developing, updating and delivering training programs, knowledge of training/teaching techniques and learning styles and subject matter review. This position typically does not supervise subordinate staff and receives supervision on non-routine assignments.

Essential Functions

A. Training Presentation
Duties may include:
Plan, coordinate, present, and/or facilitate employee training, orientation, and employee development programs. Prepare training curricula and materials. Oversee employee participation, behavior, and attendance during training. Coordinate logistics and physical set up of activities for the training facility. Schedule employees for training. Interpret and explain district policies, state, and federal laws, rules, and regulations where applicable. Other related duties as assigned.
Staff Training: Conduct staff training.
Operator Training: Conduct behind-the-wheel (“BTW”) training. Conduct accident, refresher, and return-to-work training. Conduct Department of Motor Vehicles (DMV) testing with new operators. Conduct annual Verifiable Transit Training (VTT) training.

B. Training Development
Duties may include:
Formulate routine training plans and determine instructional methodology. Recommend program goals, objectives, and schedules. Develop training evaluation standards and procedures. Select or develop basic teaching aids, such as multimedia visual aids, training manuals, tutorial references, and lesson plans. Review progress of training and effectiveness of basic training programs. Maintain up-to-date knowledge on all new transit equipment in order to instruct. Other related duties as assigned.

C. Document and Correspondence Preparation
Duties may include:
Correspondence with other departments on status of their employee training. Maintain records and prepare reports and correspondence as necessary. Other related duties as assigned.
Staff Training: Document staff training, certification and qualifications. Establish and maintain effective communications with educational institutions and governmental agencies as to training programs and academic curricula.
Operator Training: Use computer to perform routine reports, documents, and correspondence on status of CDLs. Communication with DMV. Review DMV pull notices and relay needed information to other departments.

D. Information Tracking and Reporting
Duties may include:
Document and record employee development training. Maintain record of all employee training, whether required or optional. Advise managers/supervisors of required employee training needs.
Operator Training: Monitor employee training records for current license and certificates and renewal dates. Record proper DMV documentation of new employees for valid CDLs & VTT certificates. Keep records of employees who receive Defensive Driving and other classes. Other related duties as assigned.

Medical card expiration dates.

Operator Training:
Maintain a valid California Commercial Class B-P Drivers License with proper endorsements, current medical card, and be subject to random drug testing per the DOT safety sensitive provisions.
Obtain and maintain DMV certification to conduct Employer Testing Program Skills and Drive Tests.
Obtain and maintain VTT Certificate and US DOT TSI Instructor in Bus Operator Training certification.

Required Computer Skills with:
Common word processing software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

A. Required Education
An associate’s degree in business administration, human resources management, or closely related field. An additional three years of qualifying experience may substitute for required education.

B. Required Prior Experience
One year of professional training experience.
Staff Training: Experience must be In employee training and/or management development.
Operator Training: Must have five years of commercial driving experience, including two years transit bus driving experience, and a valid California Commercial Class B-P drivers license with passenger and air brake endorsements. Verification of Transit Training (VTT) certificate and certification by the US Department of Transportation as a TSI Instructor in Bus Operator Training is a condition of employment and must be obtained within six months of employment.
