Job Summary
This classification is primarily responsible for performing a variety tasks in the following areas: Training Presentation, Training Development, Document and Correspondence Preparation, Information Tracking and Reporting, Public Information Services. Work mainly involves the gathering and interpreting of data dealing with problems and difficult situation. Puts forth alternative solutions for consideration. This position may supervise subordinate staff.
Supervision
Supervision Received: This class typically receives general supervision while working toward a definite objective that requires a wide range of procedures. Only unusual matters are referred to a supervisor, typically with some suggestion of an alternative or solution.
Supervision Exercised: This class may provide lead/indirect supervision to lower level staff.

Essential Functions
This position typically performs many, if not all, of the following functions and duties, as assigned by Department Management or direct supervisor:
A. Training Presentation
Duties may include:
Plan, coordinate, present, and/or facilitate employee training, orientation, and employee development programs. Prepare training curricula and materials. Coordinate trainers/facilitators. Oversee employee participation, behavior, and attendance during training. Coordinate logistics and physical set up of activities for the training facility. Schedule employees for training. Interpret and explain district, state and federal laws, rules, and regulations. Supervise behind-the-wheel training. Schedules accident, refresher, and return to work training. Supervise and conduct D.M.V. testing with new operators. Supervise and conduct annual V.T.T. training. Other duties as assigned.
B. Training Development
Duties may include:
Design and develop training and orientation programs. Provide recommendations and direction by providing feedback; Implement and evaluate effectiveness of training. Consult and advise departments in formulation training plans and special training programs. Maintain effective communication with education institutes, government agencies and outside contacts. Analyze and assess training needs of agency. Develop and maintain positive relationship with all levels of District. Formulate routine training plans and determines instructional methodology. Recommend program goals, objectives, and schedules. Select basic teaching aids, such as training manuals, multimedia visual aids, and references. Develop training evaluation standards and procedures. Review progress of trainees and effectiveness of basic training programs. Maintain up to date knowledge on all new transit equipment in order to train all personnel. Other tasks as assigned.
C. Document and Correspondence Preparation
Duties may include:
Research and compile required and requested training information. Analyze and assess training needs of agency. Prepare reports in a logical, comprehensive manner. Maintain effective communication with education institutes, government agencies, outside contacts, and within agency. Perform up-to-date correspondence with department heads on status of their employees. Create routine reports, documents, and correspondence on status of CDL's. Communicate with California Department of Motor Vehicles. Review DMV pull notices and relay needed information to Transportation Superintendent. Other duties as assigned.
D. Information Tracking and Reporting
Duties may include:
Review employee training records for current license and certificates and renewals. Maintain record of required/mandatory training. Maintain-up-to date training files on all safety sensitive and some non-safety sensitive employees. Check all training files for up-to-date medical, current commercial drivers license, and V.T.T. certs. Maintain all D.M.V. pull notices, making sure all personnel are valid to operate District equipment. Maintain files for new operators in training class, keeping track of all classroom hours. Keep running record of all new employee behind-the-wheel hours. Record proper D.M.V. documentation of new employees for valid C.D.L. & V.T.T. certificate. Maintain up-to-date list of employees who need 8 hours of V.T.T. training to keep C.D.L. valid. Keep records of employee who receive Defensive Driving and Drug and Alcohol class. Advise managers/supervisors of employee required/mandatory training needs. Document and record employee development training. Other tasks as assigned.
E. Public Information Services
Duties may include:
Facilitate and coordinate meetings. Represent on committees and task forces. Prepare effective presentations. Conduct off-site recruitment for District. Provide Paratransit information for new clients. Facilitate and coordinate meetings. Give and receive constructive feedback. Other tasks as assigned.

- If assigned to operator training, must maintain a valid California Commercial B-P Driver’s License with passenger endorsement and VTT Certificate and be subjected to random drug testing per the DOT safety sensitive provisions.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Three years of professional training experience. Some positions may also require five years of commercial driving experience. For these positions, certification by the US Department of transportation, In-Transit Instructor, and a valid California Commercial Class B-P drivers license with passenger and air brake endorsements and V.T.T. certificate are required.
Required Prior Education:
An Associate’s Degree in Business Administration, Human Resources Management, or closely related field. An additional three years of qualifying experience may substitute for the required education.
