Job Summary

This classification is primarily responsible for performing tasks in the following areas: Supervisory/Administrative; Direct District’s Community Bus Services (CBS) Transportation and coordinates vehicle maintenance requirements with RT’s Operations Department; works to identify transit service coordination opportunities both within the RT service area and with other transit service providers in the Sacramento region for the purpose of enhancing customer service, improving productivity and overall cost effectiveness of operations; Interpret, Negotiate and Monitor Contract Language; Prepare, Monitor and Control Operating and Capital Budget; Develop Training and Evaluation Criteria; help to identify and implement new technologies that improve transit service delivery and enhance overall productivity; Responsible for Department Administration; Program, Policy and Procedure Development and overall Management functions. Work involves complex problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Essential Functions

Under administrative direction, plans, organizes, directs and coordinates the District’s Community Bus Services Transportation functions. CBS Department includes small bus, van, demand responsive and flexible transit services.

The Director of this Division will have a primary responsibility in working to advance the agency’s high priority on the implementation of neighborhood/community circulation services, feeder services, ADA Paratransit coordination; and service coordination both within the RT service area and with other transit service providers in the Sacramento region.

During the start-up phase of the department, this position will report to the Assistant General Manager of Transit System Development and Planning and upon full implementation/operation of the department may report to the Operations Division.

Plan, develop, organize, manage and administer the CBS Department. Evaluate routes, schedules and general service operations; make recommendations on service improvements and modifications. Ensure that the associated scheduling, dispatching, and customer service systems are put in place to support flexible coordinated and demand responsive services. Conduct meetings with union officials with respect to the Collective Bargaining Agreements. Confer with management and supervisory staff within the department on grievance and related labor relations issues. Develop and administer department Operating and Capital Budgets. Oversee complaint investigations from the general public. Approve expenditures and implement budgetary adjustments. Represent the District at meetings, hearings or related appointments as required.

Assist in development of and oversee the District’s CBS service plan, including routes, service days, span of service and frequency. Monitor service performance and ridership. Develop policies, programs, and prepare implementation strategies to insure that the District is operating the most effective and cost efficient CBS service. Key player in service contract terms, conditions and negotiations with other public/private entities. Coordination of work with Operations, Planning, Accessible Services and Finance staff required.

Develop and implement goals for the handling of passenger complaints, service emergencies, employee attendance and related issues. Develop and implement departmental policies, procedures, service standards and quality standards. Prepare written materials, correspondence, notices, quality standards and reports. Ensure effective performance and consistent operating practices.

Evaluate transportation and in coordination with the Bus Maintenance Department, evaluate maintenance personnel in the performance of their duties. Review performance statistics. Review and update operating rules/procedures. Prepare operating plan for service, including the introduction of scheduling, dispatching, communications and customer service systems. Identify CBS training needs. Develop appropriate training programs and review program success. Determine if required training satisfies mandated regulations and customer needs.

Prepare and submit annual Operating and Capital Budgets. Review expenditures. Release requisitions for operating and capital expenditures. Perform other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Small Bus/Paratransit and flexible services, business systems, policies, procedures and functions, and the laws, ordinances, rules, regulations and codes applicable to the functional areas assigned.

  • Transportation and vehicle maintenance operating standards, procedures and processes required.

  • Budget development and administration, as well as principles of management, supervision and training are also required.


Required Ability to:

Required Computer Skills with:
  • A working knowledge and familiarity with common word processing and spreadsheet software, and database applications.

  • Accounting or operations software functionality, email, scheduling software, project management software and presentation software also required.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Seven years of Bus Operations and/or Vehicle Maintenance supervisory and administrative work experience within the public transit industry.

Required Prior Education:
A Bachelor of Science Degree in Business, Public Administration, or related field from an accredited college or university. Six years of additional qualifying experience may substitute for the required education.

Special Requirements:
Ability to obtain and maintain a valid California Class B Driver’s License.
