Community Bus Services (CBS) Manager

Job Summary

This classification is primarily responsible for performing tasks in the following areas: CBS Day-to-Day Operational Oversight; Schedule Building and Route-Deviations; Schedule Maintenance and Oversight; Document and Correspondence Preparation; Project Oversight and Management; Communication and Information Dissemination; and Finance Related Reporting. Work mainly involves problem solving and mediating conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

Supervision Received: This class works under administrative direction, which includes management responsibilities for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised: This class provides direct and/or indirect supervision to lower level personnel.

Essential Functions

CBS Day-to-Day Operational Oversight
Duties may include:
Coordinate and supervise daily work activities regarding CBS services and office functions. Oversee Dispatch staff, CBS Operators and other subordinate workers. Set and review employee standards as outlined under the Employee Performance Evaluation Manual. Prepare and review annual evaluations with subordinate staff. Conduct investigations. Mediate difficult situations. Coordinate and monitor regular CBS Operator signups and work assignments. Other duties as assigned.

Schedule Building and Route-Deviations
Duties may include:
Attend internal and external meetings to gather information for service changes. Perform fieldwork on existing or new routes in preparation for creation or change to service. Work with Scheduling Department to change, design and/or create Flex service routes. Work with Scheduling Department to create vehicle blocks that optimize the efficiency of the vehicle assignments. Other duties as assigned.

Schedule Maintenance and Oversight
Duties may include:
Modify Trapeze Flex software parameters for optimum service provision. Analyze the legality of CBS Operator schedule bidding. Work with Scheduling Department to create special services for schools, special events, state holidays, etc. Coordinate signup documentation. Other duties as assigned.

Document and Correspondence Preparation
Duties may include:
Create written reports describing service, changes to service, and the implications of changes. Perform ridership demographic studies. Capture and maintain historical ridership data and perform analyses. Create and maintain spreadsheets to display changes in ridership trends, costs of service, and other statistical data. Answer questions and complaints. Other duties as assigned.

Project Oversight and Management
Duties may include:
Responsible for coordinating with Flex-routing software vendor regarding the efficiency and accuracy of the system. Responsible for correct training and use of the Flex-routing software by Dispatchers. Other duties as assigned.

Communication and Information Dissemination
Duties may include:
Provide CBS with bid information and answer schedule-related questions. Inform of service changes due to detours or special services or events. Provide cost analysis of service scenarios and estimates of manpower requirements for management and senior staff. Use verbal and written communication to assist the public, consultants, and schedulers from other transit properties with inquiries. Other duties as assigned.

Finance and Related Reporting
Duties may include:
Develop annual departmental budget, including goals and objectives. Monitor budget performance. Forecast additional requirements for both staffing and equipment. Review and approve check requests, and invoices for payment, and employee expense account forms. Provide potential cost information to District staff for budgeting purpose. Coordinate cross departmental issues with the Finance Department. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:
Principles of administration, leadership, supervision, training and management.
Effective management and motivational techniques.
Principles of labor relations and collective bargaining.
Dispatching and radio procedures.
Dispatch and flex-routing software systems, including abilities and deficiencies.
Principles of transit operations/service, equipment, vehicles, dispatch, radio and road positions in the field.
Applicable transit federal, state and local laws such as ADA, PUC regulations.
Methods and techniques of preparing summary reports, and analyses.
Basic math and statistics.
English usage, grammar, spelling, and punctuation.
Principles and practices of public relations and/or customer service.

Required Ability to:
Learn District operating policies and procedures.
Develop and/or learn department-specific SOPs and emergency procedures.
Develop and/or learn departmental systems and methods.
Ensure that all data collected is accurate, complete, and correct.
Organize information clearly and precisely.
Manage and supervise staff.
Interpret Labor contracts and comply with negotiated terms and conditions of employment.
Employ conflict resolution techniques to arrive at acceptable solution.
Ensure operational requirements are complied with.
Remain current with evolving federal, state and local laws or decisions affecting the department.
Learn bus route demographics and District’s geographical service area.
Deal with difficult people and situations.

Required Computer Skills with:
Common word processing software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Education:
A Bachelor’s Degree from an accredited college or university in Transportation, Public or Business Administration, or related field. Six years of additional qualifying experience may substitute for the required education.

Required Prior Experience:
Five years of increasingly responsible work experience in operations, scheduling, or planning within a transportation service agency, with at least two years of the required work experience in a supervisory or lead capacity.
