Job Summary

This classification is primarily responsible for performing tasks in the following areas: Project Oversight and Management, Public Information Services, Department Administration, and Supervisory/Administrative. Work mainly involves the gathering and interpreting of data dealing with complex problems and unexpected situations, including recommending solutions. This classification typically supervises subordinate staff.

Essential Functions

A. Project Oversight and Management
Duties may include:
Plan, direct, and coordinate activities of designated projects to ensure that the goals and objectives of the project are accomplished within prescribed time frame and funding parameters. Oversee civil, systems, and architectural design. Oversee construction of light rail extensions and capital improvement projects. Oversee support activities, including project controls, quality assurance, community relations, integrated testing and startup, safety certification, environmental mitigation, property acquisition, and procurement of owner furnished equipment and light rail vehicles. Confer with project personnel to provide technical advice and conflict resolution. Schedule, chair, and attend meetings. Manage consultant contracts including scope, performance, process invoices, change orders, and amendments. Manage project cost control, estimating, scheduling, and document control. Review plans, specifications, and contract documents. Prepare Request for Proposals, review and score proposals, and interview and select consultants. Prepare Board packages including issue papers and presentation material. Process work orders for construction management support services on capital improvement projects. Participate in weekly construction progress meeting on multiple contracts. Report project progress to the AGM of Engineering and Construction. Provide project update presentation to District Board. Report progress of projects to funding sources, including the Federal Transit Administration. Report project update to District management. Other duties as assigned.

B. Public Information Services
Duties may include:
Establish and maintain effective working relationships with diverse groups and individuals. Interface and coordinate with other District departments. Interface and coordinate with other agencies, utility companies, and other interested parties. Proactively respond and resolve all community relations issues. Provide project status update at public information events. Provide prompt written correspondence as necessary, including correspondence to contractors, consultants, federal, state, and local agencies, and other interest parties. Negotiate contract change orders and amendments as required. Provide project update presentations to Board, public information events, and special interest groups. Other duties as assigned.

C. Department Administration
Duties may include:
Prepare and maintain Construction Management Plan and Procedures. Assign capital improvement projects to staff and/or consultants. Resolve conflicts and issues as they develop. Other duties as assigned.

D. Supervisory/Administrative
Duties may include:
Define responsibilities and direct/supervise job duties with staff. Develop department work plans, assign tasks and duties, and monitor performance. Supervise, train, coach, and counsel staff. Conduct performance reviews with staff. Plan, budget, and manage the administrative team assigned. Provide supervisory administration and oversee office/clerical administration and performance. Determine resource requirements, job duties, and organizational assignments for staff. Budget and recruit administrative team resources. Define and implement processes for document control, reproduction, storage, retrieval, and archiving. Review and continuously improve office administrative processes and procedures to enhance efficiencies. Manage production of and timely distribution and communication of documents. Other duties as assigned.

Negotiate and process contract change orders with multiple contractors.
Ensure sufficient inspection within staff limitations and consultants on numerous projects simultaneously.
Stay current on project activities.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Education:
A bachelor’s degree in engineering, construction management, or closely related field. Six years of additional qualifying experience may substitute for the required education.

Required Prior Experience:
Seven years of experience in the management of projects, with an emphasis on rail transit or transportation systems.
