Job Summary

This is a full management level classification responsible for directing, supervising, and coordinating the District's short- and long-range transportation planning programs, environmental review, and schedule development and route review functions for the District.

Essential Functions

Under general direction, assess the District's current service and recommend improvements, update the long range master plan, and evaluate and review environmental impact reports.

Direct technical and professional staff to accomplish the Planning Department's workload requirements and District goals; oversee the data collection program for ridership data; develop and maintain detailed profiles on transit routes and recommend changes to service routes and schedules.

Direct the District's scheduling, route development, special services, charter service activities, and operator assignment functions. Evaluate transit service performance and prepare comprehensive planning reports on activities and programs. Direct the annual schedule preparation and development functions and periodic revisions.

Direct major studies for light rail transit extension which includes conceptual operating plans, bus service provisions, and transit financing.

Assess environmental impact of proposed Regional Transit projects and environmental impact reports from other public agencies in the Sacramento metropolitan area; review and provide input for land use and transportation plans; identify and analyze alternative proposal and prepare impact analysis.

Coordinate the implementation of the District's transit policies with local government agencies. Provide technical advice on planning issues to the governing board of the District and senior management staff.

On a scheduled basis make presentations before community groups and other governmental bodies; act as the District's representative on various planning issues; prepare and implement the planning department budget; control expenditures and evaluate the performance of department staff.

OTHER JOB FUNCTIONS

Assist in financial analysis of transit funding sources; assist with development of design guidelines for bus and light rail facilities; assist in the preparation of the District's capital improvement program and oversee the development of departmental training programs. Responsible for departmental staffing decisions, including hiring and retention of personnel, conducting supervisor appraisals, and development of measurable performance goals and objectives.

Job Demands

Work is primarily performed in an indoor office setting for eight hours per day. Physical effort is needed to lift and carry office materials and displays. Mobility is needed to attend various meetings. Basic communication skill such as talking, seeing, and hearing are needed for frequent telephone usage and oral presentations. Patience and persuasiveness are needed when interacting with other people. Must have the ability to meet deadlines. Must have a strong verbal aptitude and public speaking ability. Necessary aptitudes include understanding instructions, numerical aptitude, form and clerical perception, precision, problem solving, initiative, analytic ability, memory, concentration, and judgement. Occasionally required to work beyond normal hours.

Functions and responsibilities of a regional transit District and its planning activities.
Environmental impact issues.
Techniques used in the development and amendment of general transportation plans.
Statistical and research methods as applied to public transportation planning.
Transit lines and schedules of the District.

Methods of evaluating passenger service requirement.
Operating characteristics of District vehicles and equipment.
Laws, ordinances, rules, and regulations affecting mass public transit planning.

Ability to:

Plan, organize, direct, and coordinate the planning functions of the District.
Plan, organize, direct, and coordinate the work of the District's scheduling functions.
Oversee the training and development of planning staff.
Formulate, evaluate, and make recommendations on transit system development and transportation planning.
Interpret, explain, and apply a variety of planning ordinances and regulations.
Serve as technical advisor to the governing board of the District and District management staff on planning issues.
Collect and analyze data and prepare both comprehensive and concise reports.
Make effective presentations.
Prepare and administer departmental and project budgets.
Effectively represent the District and its planning needs with individuals, community, organizations, private sector representatives, and governmental bodies.
Establish and maintain cooperative working relationships.
Obtain a valid Class C California driver's license issued by the Department of Motor
Vehicles.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

A Bachelor degree in planning or a related course of study and five years work experience in transportation planning, urban planning, and land use regulations, preferably including two years in a supervisory capacity. An advanced degree in transportation planning is desirable.
