Job Summary

This is a full management level classification with technical and administrative responsibility to assist and act on behalf of the Project Manager in the overall management and implementation of the District’s engineering and construction projects.

Essential Functions

Under general direction, and in the capacity of assisting and acting on behalf of the Project Manager, manages all project planning activities, ensures timely communication of project status and issues, and maintains technical and administrative control for projects. Plans, organizes, directs, and coordinates the civil, systems and facility engineering, program control, construction management, and light rail vehicle acquisition. Oversees other project support activities, such as quality assurance, configuration control, project interface, environmental mitigation monitoring, systems integration, property and right-of-way acquisition, administration of interagency agreements, contracts administration and procurement, community relations, and management and administrative services support. Review and monitor activities of the Construction Management Team via RT’s Construction Administrator staff. Incumbent may also be required to act as RT’s Construction Manager on major projects. Coordinates with Light Rail and Facilities Maintenance departments for engineering and construction projects. Coordinate with other RT functional groups (e.g., Finance, Human Resources and Risk, Procurement Services, etc.) for project support services. Manages the daily activities of the project team, as it relates to the South Sacramento Corridor Project. Monitors budget and schedule performance, implements cost and schedule control procedures, and implements elements of the quality assurance program. Act on behalf of the Project Manager in representing the South Sacramento Corridor Project to the public, outside agencies and interests, including federal, state, and local agencies. Performs other related duties as assigned.

Knowledge and Abilities

Knowledge of: Engineering theory and practical application of operating transit systems; civil, track, facilities, and systems engineering, design and construction principles; project management principles, practices and methods; government codes and regulation pertaining to transit system construction; methods of organizing, directing and managing engineering project teams; construction inspection practices and methods; project scheduling, cost estimating and controls; contract administration of consultant, construction and procurement contracts; quality assurance methods and practices; community relations practices; transit system operations with rail emphasis; progress payments, change orders, and claims; principles of administration, supervision and training; principles of budget preparation and administration; and safety regulations and procedures.

Ability to: Learn District policies and procedures; oversee and review design of electrical systems for power distribution, train controls, civil, track work and facilities; oversee complex construction site activities, contracts and project budgets; read, interpret and apply relevant regulatory laws, ordinances, and codes; read and interpret blue prints, schematics, specifications and plans; prepare reports, business correspondence, and documents; make effective oral presentations; negotiate construction change orders and claims; make field inspections and surveys.; conduct detailed systems tests for all aspects of transit systems; plan, organize, and direct the work of others; and use a computer and related office equipment.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor of Science degree from an accredited college or university in engineering, construction management or a closely related field.

Experience: Four years of experience in the management of projects involving design, construction, and program controls, with a strong emphasis on design and construction of rail transit systems and facilities.

Special Requirements: Possession of a valid Class C California driver license issued by the Department of Motor Vehicles.
