Job Summary

Under the administrative direction of the AGM, Engineering and Construction (“AGM”), the Construction Manager plans, organizes, directs, and administers the functions of the Project Management Department, including the timely delivery of construction of RT rail and bus transit facilities projects, capital improvement program construction projects, and other related activities. This position is responsible for the management and oversight of all RT construction projects from the initiation of construction until project close-out. This position is accountable for maintaining project schedules, budgets, and quality objectives by effectively delegating and expediting project work.

Essential Functions

Plans, organizes, directs, staffs, coordinates, controls, and manages the departmental staff. Develops and implements strategies and policies pertaining to management, and construction of rail, facilities, and capital improvement program projects. Participates in the development of RT’s long range strategic plans. Represents RT before the Board of Directors, city councils, and other State, Federal, local, and regional agencies, boards, and commissions; and before local citizens in public meetings and hearings. Directs the management, and construction of multi-million dollar rail, highway, and transit facilities projects. Organizes, mobilizes, and directs project personnel and coordinates the efforts of other organizations involved in large and complex rail projects including planning, scheduling, and construction activities. Manages groups of in-house and contracted engineering and construction personnel engaged in diverse and complex construction activities. Develops, negotiates, and monitors contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors. Consults with division and department heads in the formation and adherence of project procedures and has responsibility for their implementation. Provides timely communication of project status and issues to the AGM and maintains technical and administrative control. Provides recommendations to the AGM on construction change orders or contract amendments that require approval. Coordinates with Federal, State, and local agencies during project implementation, and ensures compliance with their administrative guidelines. Represents RT in project related legal and financial issues, contractual matters, and other related issues. Selects, supervises, trains, motivates, assigns, counsels, and disciplines project staff. Provides overall direction to subordinate staff regarding professional standards, work quality and quantity, performance, and accountability. Oversees and participates in the development and administration of division’s annual budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate. Prepares, reviews, and approves detailed correspondence and reports. Ensures compliance with RT policies and procedures regarding equal opportunity and discrimination and harassment protection. Maintains current awareness of potential, pending, and current legislation that may impact RT. Performs related duties as required.

Physical and Mental Requirements:

(3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. (4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching; use of hands and fingers to handle objects and control automated equipment and computers, using finger dexterity. (5) Hearing/Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental: Work is primarily performed in an indoor office setting for eight hours per day; however, occasional site work will require exposure to varying weather conditions and increase exposure to noise.

Ability to:
Plan, organize, direct, implement, and evaluate activities related to the construction of new light rail stations, track, and signaling devices.
Communicate and work effectively with elected and appointed government officials, business and community organizations, and various interest groups.
Understand, interpret, and analyze complex legal and technical information, including state and federal laws and regulations.
Establish and maintain cooperative relations with representatives of federal, state, regional, and local agencies, private contractors, and the general public.
Oversee and direct an integrated team of RT and consultant staff, overseeing and assuring project quality.
Negotiate contract agreements with other agencies, utilities, consultants, and contractors.
Prepare and manage large, complex, grant-funded project budgets and schedules.
Review and prepare correspondence and complete reports.
Effectively represent RT before the Board of Directors, city councils, other Federal, State, local, and regional agencies, boards and commissions, and before local citizens in public meetings and hearings.
Select, supervise, train, motivate, assign, evaluate, counsel, and discipline staffs.
Communicate clearly and effectively, both orally and in writing.
Take initiative, reason logically, and be creative in developing and introducing new ideas.
Define problem areas and evaluate, recommend, and implement alternative solutions to complex issues and problems.
Establish cooperative relations with staff, contractors, consultants, technical committees, community and industry organizations, representatives of Federal, State, regional, and city agencies, and the general public.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Education:
Bachelor’s Degree from an accredited college or university with major work in construction management, engineering, business administration, public administration, or a related field. Six years of additional qualifying experience may substitute for the required education.

Required Prior Experience:
Five years of increasingly responsible experience in project management, construction management, project controls, contract administration, and supervision on rail transit and other transportation projects, including at least three years supervising transportation construction personnel in a public agency or similar organization.

Special Requirements:
Possession of a valid Class C California operator's license issued by the Department of Motor Vehicles.
