Job Summary

This is a full management level classification with supervisory and administrative responsibilities, which entail good working knowledge of civil engineering and management principles, design development, and construction procedures. The position requires both internal and external contacts and coordination, including considerable interface with representatives of the city and county dealing with such matters as civil, facilities and track construction, structure design, traffic signals, and utilities from preliminary design through construction phases. The external contact and coordination with District staff, consultants, contractors, and representatives of local and private agencies is of great importance.

Essential Functions

Duties may include, but are not limited to, the following:
Review progress, schedules, funding, and assignments for department projects. Structure engineering tasks for each engineer in department. Provide technical and procedural guidance to staff. Train less experienced members of staff on civil, track, facilities, and structural issues. Review detail design parameters with project staff. Provide guidance when an engineering problem arises. Assist in preparation for division’s work plan. Provide technical and engineering support in the areas of project planning, environmental, design and construction of trackage, systems, stations, facilities, bridges and other structures for the RT Metro light rail project and other District facility development projects. Assist in the preparation of the Division's work plan. Other duties as assigned.

Prepare reports on various contracts; review and direct consultants in preparation of plans and specifications; review bids for contract award; and develop and use personal computer to track project status. Provide technical assistance in the development of conceptual design of bus and rail facilities. Provide technical direction to consultants.

Develop and review technical reports, such as design concept definitions; review technical reports on all District facility design submittals; review design submittals from contractors for contract compliance; and recommend changes to existing plans and design criteria. Secure and manage engineering support services required for the District's capital program design and implementation.

Serve in a key coordination role with the Board of Directors, executive staff, and department managers. Prepare Issue Papers for Board presentation, and make presentations to Board when appropriate. Provide important technical and general coordination/interface with professional/technical representatives of the city, county, state, and private organizations.

Responsible for departmental staffing decisions, including hiring and retention of personnel, conducting appraisals, and development of measurable performance goals and objectives. Check and coordinate attendance and assignments. Allocate staff time-off periods. Review and sign time cards. Ensure administrative support for staff. Provide mentoring through personal contact and staff meetings. Arrange training programs and technical support. Establish and maintain an effective system of communication within the organization, and establish and maintain effective working relationships with diverse groups and individuals. Perform other duties as assigned.

Job Demands

(7) Environmental: Work is primarily performed in an indoor office setting for eight hours per day; however, occasional site work will require exposure to varying weather conditions and increase exposure to noise.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience
Seven years of experience in the performance of professional engineering work in design, estimating, construction and contract administration, with a strong emphasis on design and construction of rail transit systems and facilities.

Required Prior Education
Bachelor’s Degree from an accredited college or university in Civil Engineering or related discipline. Six years of additional qualifying experience may substitute for the required education.

Special Requirements:
Licensed in the State of California as a Professional Civil Engineer. Possession of a valid Class C California operator's license issued by the Department of Motor Vehicles.
