Job Summary

This classification is primarily responsible for programs and projects that provide direction for future transportation services and improvements, and performs tasks in the following areas: Management of Long Range Planning Activities, Management of Environmental Studies; Supervision of Development Applications Review; and Supervisory/Administrative. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

This classification reports to the Director of Planning, and works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised
This classification may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

Management of Long Range Planning Project Activities
Duties may include:
Take a lead role on New Starts projects, and related planning, financial, environmental, public involvement, and other components. Make decisions and solve problems. Represent the District at public and official meetings and hearings. Participates in special studies as required. Participate in the development and implementation of goals, objectives, policies, and priorities. Other duties as assigned.

Management of Environmental Studies
Duties may include:
Manage and/or determine type of environmental documentation/reviews required. Manage and/or prepare environmental documents in compliance with the California Environmental Quality Act and the National Environmental Policy Act. Manage and/or prepare findings of fact and statements of overriding consideration for adoption of environmental impact reports. Manage and/or prepare and implement mitigation monitoring plans. Manage and/or perform monitoring of construction sites and
coordinates maintenance requirements. Disseminate information on changes in environmental regulations. Formulate policy on environmental impact matters. Negotiate mitigation requirements with federal and state agencies.

Supervision of Development Applications Review
Duties may include:
Supervise the review and evaluation of land development applications and documents received from local jurisdictions for impacts on transportation systems and/or facilities. Review and provide input for land use and transportation plans. Identify and analyze alternative proposals and prepare impact analysis.

Supervisory/Administrative
Duties may include:
Prepare written communications, staff reports, and general informational memos. Plan and direct work of professional and technical staff assigned and coordinates environmental planning activities with other departments, consultants and various governmental agencies. Interpret the environmental analysis process and procedures to the public. Review consultant proposals and interview consultants for environmental projects. Prepare contracts with consultants to perform various environmental tasks. Prepare and maintain a list of environmental consultants.

Knowledge and Abilities

Knowledge of:
Functions and responsibilities of a regional transit District and its planning activities.
Techniques used in the development and amendment of general transportation plans. Statistical and research methods as applied to public transportation planning.
Transit lines and schedules of the District. Laws, ordinances, rules, and regulations affecting mass public transit planning.
Sources of federal, state, and local funding for public transportation.
Principles and practices of environmental planning and development.
Use of modern office equipment; skill in modern office methods, practices, procedures including computers, computer applications and software.
Principles and techniques of personnel management and supervision.
Applicable Federal, State and pertinent local laws and ordinances, including the California Environmental Quality Act and its guidelines and the National Environmental Policy Act.
Project management, analysis, and evaluation.
Statistical concepts and methods.

Ability to:
Develop and administer a project budget.
Establish, monitor, and control projects and schedules.
Plan, organize, supervise, and review the work of professional and technical staff and consultants.
Provide technical advice to professional and technical staff in solving complex environmental issues, regulations and compliance problems.
Supervise the collection, analysis, and interpretation of environmental data and information.
Participate in technical research on planning, environmental, economic, and transportation problems.
Recognize problems, perform research, analyze, and evaluate complex environmental data, prepare reports, and develop recommendations.
Develop alternatives and resolve conflicts among competing interests.
Communicate clearly and concisely, orally and in writing; make presentations before large and small groups.
Conduct meetings and lead the discussion.
Establish and maintain effective, cooperative working relationships with professional and technical staff, consultants, various governmental agencies, and the general public.
Interpret and apply Federal, State and local policies, procedures, laws, ordinances and regulations.
Perform professional work with minimal supervision.
Negotiate and develop contracts and agreements.
Analyze and solve program and/or technical problems/issues and take appropriate corrective action.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Five years of experience in urban planning and land use regulations, with strong knowledge of transportation planning and environmental planning, preferably including two years of supervisory experience.

Required Prior Education:
A Bachelor’s Degree in Urban Planning, Transportation Planning, Environmental Studies or a closely related field. Six years of additional qualifying experience may substitute for the required education.

Special Requirements:
Possession of a valid Class C California driver's license issued by the Department of Motor Vehicles.
