Job Summary
Provide oversight and support to Engineering and Construction Division activities; manage the approval process for the District’s engineering and maintenance programs; coordinate assigned activities with other departments and outside agencies; provide highly responsible and complex administrative support to the AGM of Engineering and Construction Division; and perform related duties as assigned. This single position classification is responsible for directing a broad variety of engineering activities across divisions. Functional decisions and recommendations by this individual could have District-wide impacts.
This classification is primarily responsible for performing a variety of tasks in the following areas: Research and Development; Design Engineering; Maintenance Engineering; Transit System Reliability; Configuration Management; Computer-Aided Drafting; Quality Assurance and Control; Contract Construction; Supervisory/Administrative; and Public Information.

Essential Functions
Research and Development:
Assume responsibility for District’s engineering services and activities including research and development in the areas of electronics, communications, train control, traction power, architectural, computer systems; civil, track, structural, mechanical, industrial or electrical engineering; and design and construction projects and programs; recommend and administer policies and procedures. Plan, organize, assign, administer, direct, review, and evaluate departmental programs and activities related to the improvement, repair, and maintenance of the District’s transit facilities and equipment. Provide administrative direction in the development of the District's capital improvement and renovation programs, monitors progress; sets priorities, implements changes. Monitor developments and legislation related to assigned areas of responsibility; evaluate impact upon District operations; recommend and implement policy and procedural improvements.
Design and Maintenance Engineering:
Establish and administer design criteria and design standards; provide quality assurance and control oversight to engineering activities for compliance to approved design criteria and standards; coordinate and conduct transit system reliability review; monitor and oversee the District's configuration management program; manage and coordinate computer-aided drafting standards.
Supervisory/Administrative:
Establish, within District policy, appropriate service and staffing levels; monitor and evaluate the efficiency effectiveness and quality of service delivery methods, procedures, and work product; allocate resources accordingly. Oversee and participate in the development and administration of the departmental budgets; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implements budgetary adjustments as appropriate and necessary. Provide administrative direction to a multi-disciplined engineering organization involved in the development, design, modification, repair, maintenance, acquisition, and construction of facilities and equipment. Assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
Public Information:
Explain, justify and defend District’s programs, policies, and activities; negotiate and resolve sensitive and controversial issues. Represent Engineering’s departments to other departments, elected officials and outside agencies. Coordinate assigned activities with those of other departments and outside agencies and organizations. Participate on a variety of boards, commissions, and committees. Prepare and present staff reports and other necessary correspondence. Attend and participate in professional group meetings. Stay abreast of new trends and innovations in the field of relevant engineering disciplines. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Education:
Bachelor’s degree in engineering or a closely related field from an accredited college or university. Six years of additional qualifying experience may be substituted for the educational requirement.
Required Prior Experience:
Eight years of (full-time equivalent) verifiable professional experience in management and administration of major professional engineering programs, preferably in the transit industry.
License or Certificate:
Licensed as a Professional Engineer in California. Must possess a valid California driver’s license and have a satisfactory driving record.
