Job Summary
This classification is primarily responsible for performing tasks in the following Transportation and Operator-specific areas: Program, Policy, and Procedure Review, Analysis, and Support; Training Development; Information Tracking and Reporting; Supervisory/Administrative and Department Administration. Position performs full supervisory duties. Work mainly involves problem-solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups and complex information.

Essential Functions
This position typically performs many, if not all, aspects of the following functions and duties for Bus Operations training, as assigned.
A. Program, Policy, and Procedure Review, Analysis, and Support
Responsible for DMV/CHP/Safety Audits, ETP Program regarding performance and recordkeeping; Responsible for ADA/OSHA compliance issues; Recommend policy and changes to facilitate training implementation; ensure District compliance with laws, mandates, and policies; Analysis of training metrics and recommendations to existing training policies. Define problems, considering precedents, policies, and perspectives the District as a public agency. Look for innovative and alternative methods to solve problems and create new ways of doing business. Review and edit equipment recommendations prior to procurement. Participate in internal committees. Accept leadership role in setting clear goals, tasks, milestones, standards, and schedules. Other duties as assigned.
B. Training Development
Duties may include:
Design and develop training and orientation programs for new Operators/Transportation management, including the more complex programs offered by the District. Analyze and assess training needs of the Department; evaluate effectiveness of current programs and provide recommendations on new programs to be offered. Maintain effective communication with education institutions, government agencies and outside contacts. Develop and maintain positive relationship with all levels of District staff. Formulate complex training plans and determine instructional methodology. Recommend program goals, objectives, and schedules. Select or develop teaching aids, such as training manuals, multimedia visual aids, and references. Develop training evaluation standards and procedures. Maintain up to date knowledge on all new transit equipment and regulations in order to train personnel. Other tasks as assigned.
C. Information Tracking and Reporting
Duties may include:
Review employee training records for current license and certificates and renewals. Ensure the maintenance and retention of required/mandatory training records, including files on all safety sensitive and some non-safety sensitive employees, with respect to medicals, current commercial drivers’ licenses, V.T.T. certifications, behind-the-wheel hours, individual specific training requirements, and related documentation. Advise managers/supervisors of employee required/mandatory training needs. Analyze and assess training needs of the Department. Prepare highly technical training and assessment materials in a logical, comprehensive manner. Prepare written correspondence to department heads on training needs and staff training activities. Other tasks as assigned.
D. Supervisory/Administrative
Duties may include:
Plan, prioritize, assign, supervise, and review work of staff. Participate in the selection of staff. Determine instructor assignments. Plan and coordinate staff training. Train new hires in all aspects of duties to be performed. Work with employees to correct deficiencies. Observe, train, and guide employees; write performance evaluations. Facilitate and coordinate meetings. Represent the District on committees and task forces. Prepare effective presentations. Other duties as assigned.
E. Department Administration
Duties may include:
Set goals and objectives for department. Accurately measure programs and projects. Review and edit all recommendations, programs, training methods, and reports. Analyze performance indicators. Monitor problems and proposed resolutions. Manage the department operating budget. Manage the capital budget project costs. Find creative ways to reduce expenses through innovative programs, and alternative staffing. Review departmental revenue center reports. Plan for long- and short- term results. Develop work plans. Provide direction and guidance in all staff plans; set priorities and achieve consensus. Anticipate needs and problems. Communicate priorities to employees. Develop measurable accountabilities for exempt and non-exempt employees. Set up routine meetings to deliver feedback. Develop corrective action plans when needed. Create and implement departmental training program. Promote customer service values, internally and externally. Other duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Education
A Bachelor’s degree from an accredited post-secondary institution, which includes coursework in curriculum design and adult learning theory. Six (6) years of additional qualifying experience may be substituted for the required education.
Required Prior Experience
Four (4) years of progressively responsible experience as a transit operations trainer/instructor. Supervisory experience is preferred.
Licenses/Certifications
Requires possession of and maintenance of a valid California Class B driver’s license with passenger and airbrake endorsements and a good driving record as defined by Regional Transit; U. S. Department of Transportation Transit Instructor Certificate; DMV certificate to conduct Employer Program Skills Testing and Drivers’ Tests, and VTT Certificate are required at time of application.
