Job Summary

This classification is primarily responsible for performing tasks in the following areas: Project Oversight and Management, and Supervisory/Administrative. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Project oversight and management
Duties may include:
Provide constructability and bidability review of engineering plans and specifications. Review construction schedules for reasonableness and compatibility with master schedule. Conduct pre-construction meetings with District staff, consultants, contractors, and interest groups. Monitor costs and review construction change order requests. Review and monitor contractor construction schedules for reasonableness and compatibility with contract requirements. Prepare business correspondence, reports of progress, costs, deficiencies, and milestones of ongoing work. Ensure contractors fulfill contractual obligations and complete corrections in a timely manner. Provide technical and construction coordination and interface with governmental and private organizations. Monitor contractors for compliance with worker wage regulations through audit of submitted payroll. Conduct field review of construction work to ensure quality control, conformance to specifications, and contract compliance. Process paperwork and progress payments. Oversee inspection of construction work to assure that procedures, workmanship, and materials comply with plans and specifications. Oversee control surveying of land to determine precise location and measurements of points, elevations, lines, areas, and contours. Negotiate change orders within established parameters. Enforce the requirements of the contract. Attend department and divisional staff meetings to provide field status reports. Maintain public relations by addressing and remedying construction-related issues with the public. Act for Director when such duties are delegated. Other duties as assigned.
B. Supervisory/Administrative
Duties may include:
Conduct employee performance reviews. Review timesheets and expense reports. Interact professionally with various levels of District employees as well as staff. Other duties as assigned.

dimensions and quantities of work.
Plan technical and construction coordination and interface with various
organizations.
Review staff's take off quantities and estimates to verify correctness of engineer's estimate.
Review staff's findings on completeness of contract drawings.
Review staff’s findings regarding scheduling of project.
Work in a high-pressure, fast-paced environment.
Provide timely information under difficult circumstances.
Negotiate with contractors to complete contract work to comply with the project master.
Evaluate need and suggest training for new employees to further their ability to succeed.

Special Requirement

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience
Four years of professional construction management experience, including two years of supervisory experience.

Required Prior Education
A bachelor’s degree in construction management or a closely related field. An additional three years of qualifying experience may substitute for the required education. Six years of additional qualifying experience may substitute for the required education.
