Job Summary
This classification is primarily responsible for performing many of the tasks in the following areas: Construction Administration, and Construction Inspection. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves performing prescribed tasks in a somewhat predictable order. Exceptions are regular but are carried out according to pre-determined policies or procedures.

Essential Functions
A. Construction Administration
Duties may include:
Negotiate firmly and tactfully with contractors, consultants, agencies, and property owners. Coordinate RFI's and submittal request. Provide coordination between construction management consultants, contractors, designers, utility companies, and governmental agencies. Coordinate and arrange for construction surveys and underground utility marking before excavation. Implement and use document controls in construction management. Review and monitor construction schedules for reasonableness and compatibility with contract requirements. Direct contractors to fulfill contractual obligations and complete corrections in a timely manner. Participate in pre-bid, bid opening, and pre-construction for District projects. Review construction change order, RFI's, and submittals requests. Maintain records regarding quality and acceptance of materials used and delivered. Estimate, measure, and compute volumes and quantities of work completed. Evaluate and prepare documentation for change orders and contract claims. Review permit applications, provide input on proper conditioning, issue permit, and collect fees. Prepare monthly construction progress reports, records, and red-lined drawings.
Attend departmental staff meetings to provide field status reports. Attend weekly progress meeting with contractors, designers, consultants, and owners. Investigate complaints and maintains records relating to construction projects. Review and initiate progress payments to contractors after verification of materials supplied or work completed. Act as a liaison with contractor, utility companies, and government agencies. Other duties as assigned.
Construction Inspection
Duties may include:
Inspect District construction projects to ensure conformance with contract plans. Estimate and analyze quantities of labor and materials utilized in District construction projects. Review and interpret blueprints, schematics, and specifications to verify accuracy. Conduct field reviews of construction work to ensure quality control, conformance to specification, and contract compliance. Prepare daily work report, field memos, correspondence, sketches on work, and final drawings. Inspect District right-of-way activity and land grading operations performed under District permits. Monitor and coordinate the collection of sample materials for testing to ensure quality of materials. Schedule final inspection and recommend acceptance of project. Other duties as assigned.

Required Prior Experience
Two years of construction or field engineering experience, including at least one year of construction inspection of buildings, transit, or public works projects.
