Job Summary
This classification is primarily responsible for performing complex tasks in the following areas: Project Management and Oversight; and Department Administration. Exceptions are regular but are carried out according to predetermined policy or procedures. This is the advanced journey, highly specialized and/or lead level within this series, responsible for the most complex assignments. Some positions may perform full supervisory duties but do not do so for a preponderance of time. Work mainly involves the review of information, including summarization, analysis, interpretation, and re-presentation in a different format.

Essential Functions
Project Management and Oversight
Duties may include:
Monitor and approve contractors’ construction schedules. Monitor contract's construction, budgets, and contingency funds. Schedule and conduct project kick-off meetings, progress meetings, and other meetings. Prepare contract business correspondence as needed. Prepare issue papers for contract funding changes and for change order ratification. Participate in contract claims and general claim avoidance. Interpret contract plans and specifications to contractors and other project participants. Inspect, monitor, and approve contractors’ work and assure adherence to contract documents. Negotiate and approve contract change orders. Participate and assure project's quality control and quality assurance standards. Prepare and file daily construction reports, diaries, and other project documents. Prepare and update project logs for submittals, RFIs, and change orders. Perform and analyze testing of construction materials, including concrete, soil, and asphalt. Interpret contract plans and specifications to contractors and other project participants. Inspect, monitor, and approve contractor's work and assure adherence to contract documents. Assist in interviews and selection of consultant's personnel for specific projects. Prepare business correspondence, including request for quotes to consultants. Provide project oversight and supervision of consultant's personnel. Monitor work order budgets to assure adequate management and inspection of projects throughout the project duration. Meet with consultants to discuss work order budgets, schedules, and upcoming projects. Take lead or assist in settlement of conflicts between project participants. Other duties as assigned.
Department Administration
Duties may include:
Attend monthly District capital improvement projects meetings to provide status of current projects. Provide specific contract budget information to the District’s Grants, Finance, and Engineering departments as requested. Review and comment on plans and specifications for upcoming projects for constructability. Provide technical and general construction coordination with other District departments and local government. Prepare issue papers for contract funding changes and for change order ratification. Attend and contribute to departmental meetings as needed. Represent the District’s Engineering's positions and interests with local municipalities and private organizations. Attend construction management and inspection seminars and training. Other duties as assigned.

Interpret contract language that is sometimes vague or contradictory.
Interpret plans and specifications that are sometimes incomplete or vague, and provide clarification to contractor.
Monitor project budget and costs to prevent funding shortfalls to Contract budget due to change orders, delays, etc.
Provide contract oversite and inspection to numerous projects simultaneously, each often having problems, emergencies, and challenges.
Review resumes and candidates’ qualifications and approve or reject consultant personnel substitutes.
Provide project management and inspection in mid-project, when project overruns and/or extension exhaust consultant funds.
Work with consultants to reduce the dollar amount of received work order quotes, while still receiving required services.
Work with contractors to solve unique problems, avoid delays to work schedules, and suggest alternative means and methods.
Work with contractor to improve or accelerate the accepted construction schedule.
Work with numerous municipalities and private organizations, with unique objectives, to complete successful projects.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience
Three years of professional work experience in construction management, including contract administration, construction inspection and cost estimating. Work experience with rail transit systems or public works facilities preferred.
Required Prior Education
An Associate’s degree in construction management, project management, a closely related field. An additional three years of qualifying experience may substitute for the required education.
