Job Summary
This classification is primarily responsible for performing tasks in the following areas: Information tracking and recording; DBE/MBE Monitoring, Reporting, and Assistance; and Financial and Related Reporting. This is the journey, fully trained level class; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data dealing with problems and difficult situations. Incumbents may put forth alternative solutions for consideration.
Supervision
Supervision Received: This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.
Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions
A. Information Tracking and Recording
Duties may include:
Research and rectify invoices. Review, calculate, verify, and prepare check requests. Post goods receipts for project purchase orders. Maintain log of all goods receipts. Set up, track, and maintain ledgers on all ESD contracts. Monitor and track contract changes to construction and procurement contracts. Monitor and track amendments to construction and procurement contracts. Monitor and track professional service contracts. Review contract funding levels for payment. Other duties as assigned.
B. DBE/MBE Monitoring, Reporting, and Assistance
Duties may include:
Monitor and report on contractor compliance with ESD’s DBE/MBE program. Assist in the coordination and distribution of the FTA quarterly agenda. Provide spreadsheet and database-related input for various special studies. Other duties as assigned.
C. Financial and Related Reporting
Duties may include:
Monitor budget on all contracts and transfer dollars as approved. Assist in the assembly, analysis, and reporting on the operating budget and capital project program. Other duties as assigned.

Knowledge and Abilities
Required Knowledge of:
- Filing and document storage and retrieval methods.
- SAP software, including posting goods receipt.
- Contract stop work notices and release of stop work notices.
- Basic governmental accounting and budgeting principles.
Required Ability to:
- Review consultant invoices and compare rates against Form 60.
- Review contractor invoices for accuracy and completeness.
- Determine, troubleshoot, and resolve problems.
- Transfer dollars as approved.
- Develop, review, and monitor contracts.
Required Computer Skills with:
- Common word processing software.
- Common spreadsheet software.
- Common database applications.
- ERMS software concepts.
- Accounting or operations software functionality.
- Email, contact management, and scheduling software.
- Project management software.
- Presentation software.
Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Two years of cost and schedule experience on public works projects/programs, preferably in transit-related systems.
Required Prior Education:
An Associate’s Degree in Business Administration, Accounting, Cost Engineering, or a closely related field.
