Job Summary
This classification is primarily responsible for performing tasks in the following areas: Divisional Responsibilities; Executive Level Projects; and Supervisory/ Administrative. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Divisional Responsibilities
Duties may include:
Plan, organize and direct activities of the division including fiscal planning, operational planning, contract administration, personnel administration, project management, labor relations and policy implementation. Develop divisional goals and objectives. Develop, implement and evaluate work flow and work products. Prepare, administer and monitor division budget. Represent the Chief Operating Officer and the District in a variety of internal and external meetings. Provide highly complex administrative staff support in developing and implementing division policies; conduct comprehensive research and write staff reports. Direct personnel activities including hiring, termination, training, performance issues and grievance procedures. As directed by the Chief Operations Officer, assume line management responsibility for departments or actions within the division. Other duties as assigned.
B. Executive Projects
Duties may include:
As assigned by the Chief Operating Officer, provide highly technical expertise and support to executive level projects such as light-rail extensions, or other operational projects with District-wide implications.
C. Administrative
Duties may include:
Respond to various requests for information from the General Manager and senior management. Research and follow up on various issues, tasks and projects at the request of the Chief Operating Officer. Research and prepare administrative and technical reports. Receive and respond to passenger complaints and suggestions. Participate in outside community and professional groups and committees. Assist department managers within the division on a variety of issues, tasks and projects. Other duties as assigned.

- Operations and services of a public transit agency, including light rail, bus and Paratransit Services.
- Principles and practices of labor relations and the collective bargaining process.

- Federal, state and local legislation, rules and regulations governing the transit industry.
- Principles and practices of contract administration.
- Research techniques.
- Concepts of management and organizational analysis.
- Advanced principles and practices of developing administrative and technical reports.

- Provide highly complex administrative and technical support to senior management.
- Prepare, develop and administer large and complex budgets.
- Conduct a variety of administrative and organizational studies.
- Research and report on complex operational issues.
- Represent the District to outside agencies and community groups.

Required Prior Experience:
At least seven years of increasingly responsible experience working in the public transportation industry, preferably in combined light rail and bus operations.
Required Prior Education:
A Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration or a related field. Six years of additional qualifying experience may substitute for the required education.
