Job Summary
This classification is primarily responsible for performing tasks in the following areas: Ensure consistent operation of CNG fueling system; Manage facilities, LR Stations, Stops and Shelters, and Projects Support & Operation; Manage Department Budget (Operations/Project); Hire, Supervise, Train and Discipline Department Staff; Review and Approve District and Department Projects & Specifications; Develop District Plans and Policies; Represent the District at Board Meetings External Organizations and Customers. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Operation of CNG Fueling System
Duties may include:
Monitor preventative maintenance and remedial maintenance of all CNG Systems. Develop and implement upgrades to the CNG System. Monitor annual rebuild cycle. Develop contingency plans for emergencies. Other duties as assigned.
B. Manage Facilities, LR Stations, Stops and Shelters, and Projects
Duties may include:
Monitor and direct supervisors in maintenance of facilities, stations and stops/shelters. Develop and implement improvements to facilities, stations and stops/shelters. Develop architectural plans for remodeling and remodel spaces using contractors and organic resources. Develop, implement and manage installation of new and replacement equipment. Develop and Implement innovations and modernization of facilities, stations and stops/shelters. Manage capital program in support of facilities, stations and stops/shelters. Develop and implement space utilization plans. Other duties as assigned.
C. Manage Department Budget (Operations/Projects)
Duties may include:
Manage, plan and allocate the facilities department’s operation and capital budgets. Approve requisitions. Approve bill payment (department and District utilities). Manage, plan and allocate District funds for power, water etc. for all facilities, shelters and stops. Other duties as assigned.
D. Hire, Supervise, Train and Discipline Department Staff
Duties may include:
Develop and implement a facilities department organization plan. Hire for the department. Provide guidance and mentoring to the facilities supervisors and employees. Provide coaching and discipline for the department. Develop and implement a career progression for facilities department employees. Develop and implement training program to increase the facilities department’s capacity and skills. Monitor and provide feedback on performance of facilities department employees. Other duties as assigned.
E. Review and Approve District and Department Projects and Specifications
Duties may include:
Review and approve facilities, stations and stops/shelters, related projects and specifications. Review and approve submittals for other agencies. Review and approve submittals from the private sector. Other duties as assigned.
F. Develop District Plans and Policies
Duties may include:
Develop plans and cost estimates for District projects (BMF2, document archival, etc.). Develop space plan. Develop and manage interdepartmental teams working on District projects. Create, implement and manage consistent plans and policies (exterior signs, badging, parking, etc.). Create, develop, implement and manage special projects assigned from the GM and COO. Other duties as assigned.
G. Represent District at Board Meetings, External Organizations and Customers
Duties may include:
Attend Board meetings to present facilities department related issues. Respond to questions from Board Members and other local politicians and their staff. Attend meetings with other organizations, representing the District. Meet with customers. Meet with Board Members on department related topics. Other duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Seven years of supervisory experience in facility management or building maintenance operations. Experience with the operation and maintenance of Compressed Natural Gas (CNG) fueling facility is highly desirable.
Required Prior Education:
A Bachelor of Science Degree in Engineering, Construction Management, or related technical field from an accredited college or university. Six years of additional qualifying experience may substitute for the required education.
