Facilities Supervisor

Job Summary

This classification is primarily responsible for performing tasks in the following areas: Supervisory/Administrative; Work Unit Administrative; Technical Duties; Data Recording and Analysis; Field Operations; Project Management; and Special Projects. Work mainly involves having primary responsibility for full-time supervision of staff including hiring/firing, corrective action, and completing and conducting performance evaluations.

Supervision

Supervision Received: This class works under direction, receiving general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.

Supervision Exercised: This class provides direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Supervisory/Administrative
Duties may include:
Plan and schedule employee work assignments. Authorize, coordinate and schedule work with vendors and contractors. Coach and counsel employees. Develop employee coursework and teach classes for career development. Conduct personnel actions including testing, hiring and interviewing. Plan service changes and new services. Provide support for new equipment. Administer the Injury Prevention Plan (IIPP). Other duties as assigned.

B. Work Unit Administrative Duties
Duties may include:
Participate in committees and meetings as required. Write issue papers and official correspondence (internal and external) as needed. Write proposals and technical specifications for services, equipment and construction projects. Track and oversee operating and capital budget of up to $5,000,000. Procure department and District supplies for buildings, equipment and special events. Administer service, equipment, and construction contracts as a Regional Transit representative. Write initial draft of letters and correspondence on behalf of the General Manager for presentation to Board members and others. Other duties as assigned.

C. Technical Duties
Duties may include:
Administer SAP remedial maintenance and preventative maintenance module. Oversee the Compressed Natural Gas fueling plant operations, maintenance and repairs. Review and approve facility and project plans and specifications. Conduct project planning. Oversee the general facility maintenance, and repair of District buildings, equipment, stations, stops and shelters, and all other assets (excluding trains and buses). Manage the computer network and telephone cabling systems. Select, procure and install office equipment. Other duties as assigned.

D. Data Recording and Analysis
Duties may include:
Maintain work records (electronic and hard copy). Perform SAP preventative maintenance. Conduct compressed natural gas plant data analysis. Perform bus stop database maintenance. SAP for project management set up and monitoring and analysis. SAP budget analysis and feasibility study for cost of new functions. Other duties as assigned.

E. Field Operations
Duties may include:
Investigate and respond to customer requests and complaints. Inspect contractor work for compliance. Identify unsafe and hazardous conditions. Conduct general inspection of bus stops, light rail stations, and facilities to ensure federal, state, and local code compliance. Establish new and temporary bus stops. Relocate equipment, people and materials. Oversee contractor crews. Perform other duties as assigned.

F. Project Management Administrative
Duties may include:
Develop project scopes and conceptual designs. Generate project change orders, closeout and request for information documents. Approve plans and blueprints. Coordinate projects in conjunction with outside agencies for permits and approvals. Provide project updates to senior and executive staff. Oversee the work of contractors to ensure project plans and specification are met. Manage the budgets of projects. Other duties as assigned.

G. Special Projects
Duties may include:
Administer the District telephone, pager, and security access system. Administer the District’s bike locker rental, maintenance and repair program. Administer the District’s building security including key control program. Implement and administer the District’s video surveillance systems. Other duties as assigned.

Required Ability to:

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Four years of experience in facilities maintenance work, including one year in a supervisory capacity.

Required Prior Education:
A High School diploma or equivalent.
