Job Summary

This classification is primarily responsible for performing tasks in the following areas: Accounting Operations Management; Information Analysis and Reporting; Supervisory/ Administrative; Pension, Post-Retirement Medical, and Deferred Comp (PP&D) Function; Treasury Function and Support; and Department Policy and Project Administration. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Accounting Operations Management
Duties may include:
Manage accounting operations. Conduct transactional accounting to include accounts payable and receivable and payroll. Develop, monitor, and review complex financial calculations and reports. Perform month-end reconciliations including accounts payable and receivable analysis, capital expense processing, procurement card, payroll and benefits, and associated general ledger entries. Oversee accounting/fiscal service delivery to District departments/programs. Establish financial controls and accounting systems for new programs/functions. Perform daily reviews of expenses and posting to the general ledger. Make recommendations for corrections or budget transfers when needed. Maintain data files. Perform related duties as assigned.

B. Information Analysis and Reporting
Duties may include:
Prepare forecasts, projections, trends, revenue and cost analyses. Prepare department expense trend analysis. Reconcile authorized positions to the Board approved position control list. Prepare databases to house data for
report generation. Analyze District labor and fringe expenses to forecast future expenses annually. Prepare Board and committee presentations. Review ERMS FMEQ reporting functions for each department/division or general ledger account. Analyze trend and variance information from the ERMS system. Monitor anomalies with expenses or revenues. Prepare financial reports for division and department heads. Analyze data and make recommendations for solutions. Review monthly operating expenditure reports. Perform daily reviews of expenses and posting to the general ledger. Maintain data files to be used for future. Perform related duties as assigned.

C. Supervisory/Administrative
Duties may include:
Hire, supervise, train, motivate, evaluate, counsel, and discipline subordinate staff. Resolve labor relations and employee issues. Coordinate coverage during staffing shortage. Ensure staff provides accurate and timely data and information. Oversee accounting operations including work unit budget. Serve as the interim director as required. Perform related duties as assigned.

D. Pension, Post-Retirement Medical, and Deferred Comp (PP&D) Function
Duties may include:
Manage the District PP&D operations. Review internal and external PP&D costs, performance, and investments. Manage external review of PP&D consultants and fund managers. Review external financial markets and economic climate. Conduct PP&D quarterly reporting and various actuarial and asset allocation, and investment policy studies. Maintain PP&D internal and external relationships. Perform related duties as assigned.

E. Treasury Function and Support
Duties may include:
Daily planning, administration, and management of treasury operations including cash management, banking, debt, and investments ensuring operational compliance with established District guidelines. Maintain District investment policy to ensure compliance with federal, state and local rules, regulations, and guidelines. Maintain external relationships with banks, brokers, and various investment product specialists. Update the District's investment policy annually identifying appropriate new investment opportunities and considerations. Perform related duties as assigned.

F. Department Policy and Project Administration
Duties may include:
Identify, establish, and execute department plans and polices. Participate in preparing department personnel utilization plans and budgets. Participate in the implementation of department and inter-departmental systems, programs, or processes. Provide recommendations to promote financial and operational compliance. Participate in sensitive, technical, and special projects. Participate in internal and external reporting and audit requirements. Research, analyze, and implement federal, state, local rules, and regulations. Establish, modify, and implement accounting procedures. Review technical documentation for the implementation of projects. Attend meetings for discussions of project progress. Analyze project budget to funding forecasting. Coordinate the implementation of project (capital). Perform related duties as assigned.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Seven years of experience of professional experience in accounting, finance, or a closely related field with at least two years in a supervisory capacity.

Required Prior Education:
A Bachelor’s Degree in Accounting, Public or Business Administration, Finance, or a closely related field. Must possess a current CPA License. Six years of additional qualifying experience may substitute for the required education.
