Job Summary
To plan, coordinate, supervise, and oversee one or more of the human resources program areas which may include recruitment, selection, testing, classification and pay, training, career development, or other closely related and advanced, highly technical human resources assignments.

Essential Functions
Under general supervision, develops and implements goals, objectives, policies, and priorities. Plans, assigns, and coordinates the work of employees engaged in a major technical human resources program area(s). Handles the more difficult projects which include sensitive technical and public relations aspects. Consults with management staff on and recommends the establishment of overall objectives, new procedures, forms, new projects, reorganizations, and staffing issues. Prepares, administers, and monitors budget for assigned work unit. Prepares reports, statistical information, and revises operating procedures. Coordinates human resource activities with other District departments, divisions, and units and with outside agencies.
For the recruitment, selection, and test development assignment, reviews exam plans and materials prepared by staff, outside test services, consultants, and subject matter experts. Provides overall direction for the preparation and conducting of oral, written, and other forms of examinations in a wide variety of subject matter fields. For the classification and pay assignment, provides overall direction to studies of individual positions, occupational groups, and class series; revises current and develop new classification specifications; plans, organizes, and directs pay studies.
For the training assignment, oversees curriculum development and training activities including conducting needs assessments.
Provides for employee and career development. Selects, supervises, trains and evaluates subordinates. Performs related duties as assigned.

Physical and Mental Requirements:
Work is primarily performed in an indoor office setting for eight hours per day, but intermittent work outdoors is also required.
- Mobility is needed to attend various meetings.
- Basic communication skills such as talking, seeing, and hearing are needed for frequent telephone usage.
- Reaching with arm and hand and finger dexterity are needed to operate a computer keyboard and calculator.
- Near vision acuity and color vision are used for map reading and computer screen detail.
- Patience is needed for frequent communication and interaction with employees and the public.
- Necessary aptitudes include understanding instructions, verbal and numeric aptitudes, and perception of detail in tabular and graphic materials, analytic ability, precision, concentration, and judgment.
Knowledge and Abilities
Required Knowledge of:
- Principles of organization, administration, budget and human resources management.
- Principles and practices of public agencies in the administration or recruitment, selection, testing, classification and pay, training, or career development.
- Psychometric principles and statistical methods related to personnel work.
- Training and career development planning principles, methods, and techniques.
- Principles and practices of governmental budgeting.
- Supervisory practices and procedures.

- Plan, organize, and assign the work of a varied staff of employees.
- Analyze administrative and technical problems and make sound policy and procedural recommendations to their solution.

Required Prior Experience:
Four years of professional human resources administration experience in the areas of recruitment, selection, classification and pay, training, or career development. Two years of supervisory experience preferred.
Required Prior Education:
A Bachelor’s Degree from an accredited college or university, preferably with major coursework in Public or Business Administration, Human Resources Management, Psychology, or a closely related field. Six years of additional qualifying experience may substitute for the required education.
